This study looked into the municipal police in one of the advanced countries with a purpose to find a model that is reasonable, efficient and suitable for the characteristics of Korea for the settlement of the municipal police system that is being demonstrated in Korea. Particularly, by considering the municipal police in Canada, the study attempted to seek a complete model for the municipal police system that Korea is trying to establish. Canadian police consists of federal police, state police and primary municipal police and it has three major characteristics. First, municipal police system can be independently operated according to various circumstances such as financial capability or cultural characteristics of the autonomous community. In other cases, the municipal police works may be entrusted to the state police or federal police by signing contracts with them. Second, in the above case, the primary autonomous community works together with other adjacent community to operate the municipal police system. Third, nowadays, Canadian police tends to expand the municipal police into the metropolitan police. Looking at our own case, autonomous communities with healthy financial standing does not seem to have any problem with operating municipal police system. However, other autonomous communities might have many complex problems starting from finances. Therefore, based on the suggestions provided by Canadian municipal police, it, as it stands, is desirable to allow the autonomous communities to optionally install municipal police. But for the issue of introducing municipal police, it is necessary to consider starting from metropolitan primary autonomous community. Furthermore, it might be a good idea to think about adequate appropriation between the central government. It is almost needless to say that the differences between the two countries in terms of historical background and social awareness must be taken into consideration.

이 연구에서는 현재 경찰에서 시범실시 중인 자치경찰을 정착시키는데 있어 합리적이고, 효율적인 우리나라 특성에 맞는 모형을 찾고자 선진 외국의 자치경찰을 연구하여 우리에게 주는 시사점을 찾고자 하였다. 특히 캐나다의 자치경찰을 고찰해 봄으로써 우리 자치경찰의 좀 더 완성된 모형을 찾고자 하였는데, 캐나다 경찰은 연방경찰, 주경찰, 기초자치경찰로 구성되어 있으며, 크게 세 가지의 특징을 가지고 있었다. 첫째, 자치경찰은 자치단체의 재정적 능력이나 문화적 특성 등 여러 가지 사정에 따라 독자적인 자치경찰을 운용할 수도 있으며, 그렇지 못하는 경우에 주경찰 및 연방경찰과 계약을 맺어 위탁의 형식으로 자치경찰업무를 수행하는 경우도 있다. 둘째, 위와 같은 경우 기초자치단체는 인접한 타 기초자치단체 등과 함께 병합하여 자치경찰을 운용하는 경우가 있다. 셋째, 캐나다 경찰의 최근 동향은 자치경찰 규모를 광역화시키고 있다는 것이다. 우리의 경우를 생각하면, 재정자립도가 건전한 자치단체의 자치경찰조직운영에 있어 재정적인 측면에서는 문제가 없어 보이나, 그렇지 못한 자치단체에서는 재정적인 측면에서 출발하여 여러 가지 복합적인 문제를 가질 수 있다고 본다. 따라서 캐나다 자치경찰이 주는 시사점을 바탕으로 대안을 생각해 보면 현행 기초자치단체 수준으로 정착시키는 안에 대하여는 재고해 볼 필요성이 있다는 것이다. 재정이 어려운 자치단체의 경우는 상급기관과의 계약경찰이나 인접지자체간의 병합 자치경찰 운영 등을 선택할 수 있게 하는 방법도 바람직하다. 또한 중앙정부와 지방정부간의 적절한 예산 지출을 가능하게 하는 방안이 필요할 것이다.
