This study repeatedly put an emphasis upon discussion and early introduction of localized police system to let researchers discuss it continuously. The purpose of the study was to investigate cognition and attitudes of incumbent police officers who did police activities at first line, and to suggest political alternatives. The findings were: The police officers at first line were thought to think of introduction of localized police system in affirmative way. A majority of respondents thought that localized police system should be introduced in the type of independent organization by each local government to differ from draft of the Government. And, the respondents largely thought that police officials of localized police system should be employed to be government public officer regardless of class and new employment should be done by election by national police and then transfer of them to local police and to train police officers by national police organization. On the other hand, the localized police system is likely to strengthen capacity of crime prevention and to improve police democracy as well as legalism. But, localized police system may have some problems, for instance, no existence of cooperation and cooperative investigation between national police and local police that may produce difficulties at wide range of investigation, and destruction of political neutrality and spending of enormous management costs. Therefore, when localized police system is effective in the future, scope of introduction and associated laws and regulations need to revise, and various kinds of problems that are currently expected should give supplementary measures. In particular, the discussion of self-government system that has been made so far is being researched not by common citizens and incumbent policemen, etc upon whom enforcement of the system may have direct influence. but by either political theory of small number of policy-makers or small number of researchers. Therefore, self-government police system should be discussed in the future to let various kinds of entities join policy and to make legal draft and to make political decision after considering their ideas enough.

이 연구는 자치경찰제에 대한 논의와 조속한 도입의 필요성을 재차 강조함으로써 관련 연구자들의 지속적인 논의를 유도하고자 하였다. 또한 이를 토대로 경찰활동의 직접적 당사자이자 치안활동의 최일선에 자리 잡고 있는 현직 경찰관들의 인식태도를 분석하여 정책적 대안을 제시하고자 하였다. 조사결과, 일선경찰관들은 자치경찰제의 도입에 대하여 전반적으로 긍정적인 인식태도를 보이는 것으로 평가되었다. 세부 도입방안과 관련해서는 광역자치단체를 도입단위로 하여 독립기관 형태로 설치하는 것이 다수의 의견을 차지하여 정부안과는 배치되는 결과를 보였다. 또한 인사관리 방안으로 자치경찰의 신분은 계급에 관계 없이 국가공무원으로 임용해야 하며, 신규임용은 국가경찰에서 먼저 선발한 후 자치경찰로 전직시키고, 교육훈련 역시 국가경찰 기관에서 담당하는 것이 타당하다는 견해가 가장 큰 비중을 차지하였다. 한편, 자치경찰제의 기대효과로는 범죄 대응능력의 강화, 경찰의 민주성과 법치주의 향상 등으로 제시되고 있다. 반면에 자치경찰제 시행시의 문제점으로는 국가경찰과 자치경찰간의 협력 및 공조수사의 부재로 나타날 수 있는 광역수사의 어려움, 정치적 중립성 훼손, 막대한 운용비용의 부담 문제가 심각할 것으로 인식하고 있었다. 그러므로 향후 자치경찰제의 시행에 있어서는 도입범위 및 세부 도입방안과 관련된 법률안의 수정이 필요할 것으로 보이며, 현재 예측되고 있는 다양한 문제점들에 대한 보완책이 제시되어야 할 것이다. 특히, 현재까지 이루어지고 있는 자치경찰제에 관한 논의는 일반 시민과 현직 경찰관 등 제도의 시행에 따라 가장 직접적 영향을 받게 되는 중요 당사자가 배제된 채 소수 정책결정권자의 정치적 논리나 소수의 연구자들에 이루어지고 있다. 따라서 향후 자치경찰제의 논의에 있어서는 보다 다양한 주체들에 의한 정책참여가 이루어져야 할 것이며, 이들의 의사를 충분히 고려한 법률안 마련과 정책결정이 이루어져야 할 것이다.
