From 2005 to 2008, police agency surveyed about the police job satisfaction. The average job satisfaction score had increased during the 4 years. However there was no causal relationship analysis for the average score increase and practical system reform. The survey questions were not Smith's JDI ( Job Descriptive Index)questions but questions about police agency system. The purpose of this survey was Internal Customer Satisfaction survey which was questioned for Customer Satisfaction. Internal Customer Satisfaction is different from Jod Satisfaction but police agency uses the Internal Customer Satisfaction as Job satisfaction. So the survey is lack of consistency and validity at the goal of survey and the method. There has been a lot of research and debate about the policemen job satisfaction. However, the result of many years of study and research about the job satisfaction is very rare. 4years research result is not enough for generalization and there is no causal relationship analysis but 4years policemen job satisfaction analysis has its own special value. So causal relationship analysis, system reform and general theory should be continued from now on.

2005년부터 2008년까지 전국의 경찰관을 대상으로 경찰청 혁신기획단 발전전략팀에서 직무만족도 조사를 실시하였다. 4년동안의 경찰 직무만족도 조사 평균점수는 매년 상승하였다. 그러나 조사항목의 어떠한 요소가 종합 직무만족도 평균점수 상승에 영향을 주었는지에 대한 인과관계 분석이 이루어지지 않았으며 실질적인 제도개선으로 이어지지 못하였다. 조사 설문지 역시 일반적으로 직무만족도 조사에 활용되는 Smith의 JDI ( Job Descriptive Index)등을 활용한 것이 아니라 경찰제도에 대한 평가를 묻는 설문지가 활용되었다. 조사의 목적과 방법의 문제점, 직무만족도 조사가 제도개선까지 이어지지 못했다는 평가를 내릴 수 있다. 경찰관 직무만족도에 대한 다양한 논의와 실증검증은 여러 차례 있어 왔다. 그러나 수년에 걸쳐 전국경찰관을 대상으로 한 직무만족도 조사 결과 비교 분석은 드물다는 데 본 연구의 의의가 있다. 그러나 4년간의 단기간 조사결과를 일반화 하는 데는 한계가 있다. 또한 명확한 인과관계 분석이 이루어지지 못한 빈도분석결과를 분석하는데도 문제점이 있다. 그럼에도 4년간의 전국 경찰관 직무만족도 조사결과에 대한 분석, 문제점제기라는 데 의의가 있다. 향후에도 경찰청의 직무만족도조사가 계속되어 명확한 인과관계 분석과 제도개선, 일반화 할 수 있는 연구결과 있기를 기대해본다.
