As internationalization, globalization and open door policy are intensified so that man, commodity and capital may be freely exchanged and communicated, resident foreigners are rapidly increase in numbers. Lots of workers are moving for a Korean dream from low income countries in Southeast Asia to Korea, which has experienced economic grown, lacked labor and simplified customs entry formalities according to the world' globalization trend. In this situation, criminal policies need be focused on the quickly increasing crimes which are committed by the foreigners staying in Korea. As a result, the correlation between the said problems and foreigner crimes has been identified and foreigner crimes have been classified and analyzed in each item of the statistical materials. Considering the above-said diagnoses and prospects, the following measures are suggested. First, it is found that foreigner crimes and illegal aliens are very closely correlated. Therefore, the most important thing to prevent foreigner crimes is taking countermeasures against illegal aliens before anything else. Second, to reinforce investigations into foreigner crimes, exclusive investigation organizations shall be set up more, professional investigators equipped with investigation and foreign language abilities shall be cultivated, and interpretation systems shall be arranged. Finally, on the international level, the promotion of internationally cooperated investigations is required.

우리나라의 경제성장과 노동력 부족현상, 세계화에 따른 입국간소화조치 등은 동남아 저소득 국가를 중심으로 한 외국인들의 대량 입국과 국제결혼을 증가시켰다. 이들은 한국사회의 다문화 현상을 가중시켰으며 이는 다문화사회의 다양한 사회문제 가운데 치안환경의 악화에도 영향을 주며 새로운 사회부작용의 요소가 되는 결과를 초래하고 있다. 이 연구는 이러한 범죄 원인론에 관한 선행연구들을 토대로 다문화사회의 범죄요인을 제시하였고 다문화사회의 현황과 문제점을 살펴보기 위해서 법무부의 출입국ㆍ외국인 관리통계연보, 대검찰청의 종합심사분석, 경찰청의 경찰백서 등 각종 자료를 활용하였으며 이를 토대로 경찰의 대응전략을 제시하였다. 한국은 2008년말 현재 국내에 체류중인 외국인은 최근 5년간 70.7% 증가한 총 1,158,866명으로 급격한 증가 추세를 보이며 이제 체류외국인 110만명 시대에 접어들었다. 이에 따르는 범죄는 매년 꾸준히 증가하여 2008년에는 21,370명의 범죄자가 발생하였고 이는 전체 범죄의 1%에 육박하고 있다. 더욱이 이러한 외국인 범죄는 사기죄를 포함한 재산범죄와 살인ㆍ폭행ㆍ강간과 같은 대인범죄에 집중되고 있다는 점은 다문화사회로 더욱 진전될 미래의 치안환경을 그대로 보여주고 있는 것이다. 이러한 다문화사회의 범죄는 개인적 요인, 경제적 요인, 사회적 요인으로 그 원인을 유추해 볼 수 있으며 개인적 요인과 경제적 요인을 통제하기 위한 방안으로 정책적으로 다문화사회의 경찰활동 대상을 명확하게 하여 그에 따르는 지원과 대책을 수립하여야 하며 범죄통제를 위한 충분한 정도의 전문적인 경찰자원을 확보하는 것도 시급한 일이라고 할 것이다. 사회적 요인에 의한 다문화사회의 범죄를 억제하기 위해서는 국민과 경찰 모두에게 상호주의에 입각한 다문화사회 이해에 대한 교육과 적극적인 홍보가 필요하며 지역사회 경찰활동의 기조를 다문화정책과 연계시켜 지역내의 갈등과 편견을 해소시키는 노력이 요구된다.
