Tourism is the greatest of single industry in the world and widely recognized as a industry on high value added and the growth-dynamic typical industry with a knowledge-information industry and a environmental industry in the 21st century. In this study, I treated about some general roles and functions of the tourist police related developing strategy of the tourist industry of government. The aim of this study is to present several plans to raise up in the tourist police role for increase Gangwon Province's tourism competitive power. I conceptualized the tourist police as three dimensions, that is to say, dimension of functional, organizational work division, tourist police officer. In this study, I used the conception of functional and tourist police officer's dimension. The standard referred to bring in the tourist police are 1) contribution to attract tourists for activation of the local economy, 2) offer of police service in relation to the characteristics of region, 3) contribution to attract foreign tourists, 4) contribution to give important service of autonomy police system. In accordance with the standard, I tried to cast about role and function of tourist police. In conclusion, roles of the tourist police to raise up for increase Gangwon Province's tourism competitive power is as follows: First, provincial or local police agency have to realize about importance of tourist police' role and to support and make for function of the tourist police. Second, provincial and local police agency have to communicate with the their local government smoothly to raise up in the tourist police role Third, provincial and local police agency have to establish and carry out of the security service policy in relation to the characteristics of region, Fourth, the tourist police officers have to recognize local issues enough, and have to enhance the law enforcement power with devotion to their duty in the tourist area.

관광은 세계 최대 단일 산업인 동시에 지식정보산업, 환경산업 등과 함께 21세기의 대표적인 성장 동력산업이며, 고부가가치 산업으로 인정받고 있다. 본 연구는 정부가 추진하고 있는 관광산업의 선진화 전략에 따른 일반적인 관광경찰의 역할과 기능을 살펴보고 강원도의 관광경쟁력을 제고하기 위한 바람직한 관광경찰의 역할제고방안을 제시하고자 하였다. 관광경찰에 대한 개념정의를 크게 기능적 차원, 조직업무배분의 차원, 관광경찰업무의 수행자 차원으로 구분할 수 있는데 본 연구에서는 기능적인 차원의 관광경찰과 관광경찰업무의 수행자로서의 관광경찰을 사용하기로 한다. 관광경찰의 도입준거로는 1) 지역경제의 활성화를 위한 관광객 유치에 기여, 2) 지역특성에 적합한 치안서비스 제공, 3) 외국인 관광객의 유치에 기여, 4) 자치경찰의 주요 업무추진에 실질적 기여로 정하고 그에 따른 관광경찰의 역할과 기능을 도출하려고 하였다. 결론적으로 강원도 관광경쟁력의 제고를 위한 관광경찰의 역할은 다음과 같다. 첫째, 경찰조직내에서 관광경찰에 대한 중요성을 인지하고 관광경찰의 기능에 대해 지원하고 조장하여야 한다. 둘째, 관광경찰의 역할제고를 위하여 해당자치단체와의 원활한 의사소통이 있어야 한다. 셋째, 지역경찰의 지역적 특성에 맞는 치안정책의 수립 및 수행을 하여야 한다. 넷째, 담당경찰관의 지역적인 문제를 제대로 인식하고 사명감을 통한 관광지 법집행력을 높여야 한다.
