It is a critical task for the police to effectively cope with the homicide which results in the serious violation of humanity. Through the discussion of the causes and features of the homicide, this study seeks to find reasonable measures for the police to take to respond to and prevent the capital crime. Homicide is the act of unlawfully taking one's life. The subject of the study is an act of committing the homicide. Considering the common circumstances around the homicide case, it is found that the crime is committed by an accidental reason rather than being committed for revenging. In addition, the homicide mostly occurs on a residential street, which indicates that, in many cases, the crime is committed by a person who knows a victim well. For the police to effectively respond to the homicide, first of all, they should improve an investigation system in its early stage to promptly embark in the examination of a case when it happens. Next, the investigation management system needs to be advanced in a way such as establishing an investigation data management center. Thirdly, they should reform an autopsy system by means of setting up a fair medical jurisprudence institution. Lastly, the investigation headquarters should be established in such a way that a relatively plain homicide case is assigned to and controlled by the competent police authority and a more complicated case is handled by a higher-level, expert the investigation headquarters.

경찰에게 있어 인간의 생명과 신체, 재산을 침해하고 개인의 행복과 가정까지도 파괴하는 살인범죄에 대하여 효율적으로 대처하는 것은 중요한 역할일 것이다. 본 연구에서는 살인범죄의 특성과 원인에 대하여 논의하고, 경찰의 효율적인 수사방안에 대하여 제언함으로써 살인범죄에 대한 경찰의 합리적인 대응방안을 모색하고자 하였다. 살인은 타인의 생명을 빼앗는 행위로써 여기에서는 범죄적 살인행위를 연구의 대상으로 하였다. 살인범죄의 발생상의 특성을 살펴보면 먼저 이욕, 원한 등의 이유보다는 우발적으로 범죄를 저지르는 비율이 상대적으로 높았으며, 둘째, 살인범죄는 주로 주택가에서 발생하고 있는데, 이는 많은 경우가 피해자를 잘 아는 사람에 의해 저질러지고 있음을 방증하는 것이다. 이에 대하여 경찰에서의 효율적인 수사방안으로는 먼저 초동수사의 늑장대응문제를 해결하기 위한 초동수사체제를 개선하여야 하며, 둘째로 수사사례 및 조사방법, 전산자료 등의 관리 센터 설치와 같은 수사자료 관리체제를 개선하는 방법과 셋째로 공정하고 독립적인 법의학 판정기관 확보와 법의병리 전문 인력을 양성할 수 있는 현실적인 처우 문제 등의 개선을 통한 검시제도를 개선하여야 하며, 넷째로 수사본부설치에 있어 단순살인사건은 관할 경찰서에서 수사전담반을 편성하여 전담수사를 행하고, 복합적인 중요사건은 수사본부를 설치하여 전문성 있는 상급기관에서 관장하는 것이 효과적이라고 볼 수 있을 것이다.
