Since 1990s, as the Republic of Korea entered the era of failure of administration and government, the theoretical demonstrating counterpro -posal concerns were increasing, and today’s governance had settled down as a paradigm of a nation administration. In disregard of these changes in nation’s administrations and operations, the police department had maintained their "own special" system since the liberation of Japanese colonial period and end of World War II. The police autonomy systems continuously came into questions that it had some limitations because of Korea’s historical background. However, the reformation from old Korea police system to police autonomy was successful; it is not guaranteed to get improved perfectly for fast environmental changes in public security and participation of the citizen. Additionally, the district policing system had been situated themselves as a participational paradigm in public security of police organization; it was possible that their role could be blocked by some of the limitations and contradictions. Further, for the prevention of traditional crimes and control of police capacity, following costs and demands are increasing as the role of private and civil securities are increasing. Therefore, the police organizations need to introduce new way of management. The purpose of this study is to introduce governance like system to police security participation, the police organization, civil securities, and cities, the all three factors, cooperate each other and develop a participational model and finally to find the possibilities of applications in Korean Police Organization Security Participation.

우리나라에서 1990년대 이후 국가 경영의 틀이 무기력화 되는 정부실패로 접어들면서 거버넌스에 관한 이론적 실천적 대안에 대해 관심이 높아졌으며 오늘날 거버넌스는 다양한 분야에서 국정운영의 패러다임으로 자리잡고 있다. 이러한 국정운영방식의 변화에도 불구하고 경찰부분은 해방이후 줄 곧 남북대치 상황이라는 특수한 여건으로 인하여 국가경찰체제를 유지하여 오고 있어 주민중심의 참여적 경찰조직운영에 한계를 가지고 있다고 보아 자치경찰체제로의 개혁이 지속적으로 논의되고 있다. 그러나 자치경찰체제로 개혁이 이루어진다고 하더라도 급속한 치안환경의 변화에 따른 주민참여의 시대적인 요구 등을 비롯한 국가경찰체제의 단점을 완전히 보완하는 것을 담보로 할 수 없다는 점과, 그동안 지역사회경찰활동이 경찰조직의 치안활동의 참여적 패러다임으로 자리잡아가고 있으나 경찰조직중심의 지역사회경찰활동이 그 역할 면에서 한계와 모순의 발생가능성이 있을 수 있다는 점과 전통적으로 인식되어 온 범죄의 예방과 통제의 경찰기능에서 다양한 경비수요에 따른 민간경비의 역할이 점차 증가하는 상황이라는 점에서 경찰조직의 운영에서도 새로운 방식의 도입이 필요하다고 하겠다. 따라서 본 연구는 경찰의 치안활동에서 거버넌스적인 국정운영의 방식을 도입하여 경찰조직, 민간경비, 시민의 세 요소가 협동하는 참여형 치안거버넌스 모형을 정립하고 치안행정에서의 시민참여방안을 제시하는데 그 목적이 있다.
