This paper aims to examine the factors of the growth of private security industry in the macro level. I tried to illustrate some of the many determinants that have contributed to the growth of the private security industry in 29 countries from United States to South Africa. As the results of three regression models, I found that the most significant features of that growth are the increase in crime, combined with a generally more affluent society that wants to protect itself. The legal system that seems to be reflected the public attitudes about roles of the state(that is the nationalism) in policing are also been significant. The countries that are followed to customary legal system are more developed in the degree of the private security than ones that are based civil law system. Faith in the government performance and the public criminal justice is enable to affect the way they provide policing. Strong nationalism or communitarian societies are likely to provide security and policing through government or community-based mobilization.

이 글은 거시적인 수준에서 민간경비 산업의 발전 요인들을 규명하려는 것이었다. 민간경비 산업 발전이 다양한 전 세계 29개국의 경험들에 기초하여, 범죄, 경제발전, 그리고 범죄에 대한 국가의 대응능력 등이 이에 미치는 효과들을 경험적인 수준에서 검증하고자 했다. 그 결과 세 가지 요인들은 모두 민간경비 산업의 발전에 지대한 영향을 미치는 주요 변인들임을 확인할 수 있었다. 특히 범죄율이 경제발전 수준이나 국가의 대응능력에 비해 더 많은 영향을 미치고 있는 것으로 나타났다. 이상의 결과를 종합해보면, 민간경비 산업은 경제가 발전하여 범죄에 대한 기회구조가 확장되고 그에 따른 범죄 상황이 악화되지만 국가나 공적인 치안활동이 이에 적절하게 대응하지 못하는 상황에서 대안적인 치안력으로 등장하고 발전한다고 설명할 수 있다. 하지만 이러한 보편적인 발전경로는 각국의 처한 구체적인 상황이나 역사적 경험에 따라 편차를 보일 수 있는 것으로 나타났다. 특히 국가주의적 전통이나 공동체주의적 관념이 강한 경우에는 시장의존적 보안추구에 대한 거부 혹은 저항도 부분적으로 나타날 수 있음을 확인하였다.
