The function of police or policing have existed with human history. But as the meaning of the independent studies, the police science has appeared in the middle of 20st. And the intention of scientific approach for police phenomenon are more related to utilitarianism. Modern police, of course, are based on the idea of democracy. In this perspectives, the scope of police science are ranged from abstract philosophy or ideology to concrete technique means. So it is very difficult to recognize, and categorize the police phenomenon as so called 'normal science' named by Kuhn. The problems of scientific independency or identity in police science can explain to use the concept 'Paradigm' quoted Kuhn's idea. But every knows police science are more related with adjacent sciences such as law, public administration, sociology, politics and so on, it is very difficult to find out, and to limit the independent scope of police science. To this, it is required to understand the police phenomenon coincident with the contemporary, and to establish the subject of study, to develop the methodology. Police science are naturally related with 'the protection of individual freedom and rights' and 'the public safety and order maintenance', but sometimes these two values are conflict even seriously. And we must review the history of Korean police. But these modern police has formed subordinate factors rather than inherent factors. More over the two paradigms(the Continental police & the England and America police) which has affected Korean police are have different perspectives each other. Therefore, to come over these problems in Korean police science, we must reflect thoroughly the police phenomenon based on historical approach and comparative study(especially, more focused on translation).

경찰현상 또는 경찰기능은 인류의 역사와 더불어 시작된 것인데, 경찰현상을 하나의 독립된 학문으로 인식하기 시작한 것은 20세기 중반 이후라고 할 수 있다. 그리고 경찰현상을 학문적으로 접근하고자 하는 것은 실용주의적인 면이 강하다고 본다. 즉 실질적인 범죄와 무질서 문제에 대해 보다 효율적인 경찰대응을 모색하기 위한 것이라 할 수 있다. 물론 현대경찰은 자유민주국가의 이념을 기본으로 한 것이며, 따라서 경찰학은 그 연구범위가 형이상학적인 철학에서 형이하학적인 기술수단에 이르기까지 포괄적이다. 이러한 점에서 본다면 경찰현상을 하나의 학문으로 인식하고 이의 학문적 영역을 설정하는 것은 결코 쉬운 일이 아니라는 점을 알 수 있을 것이다. 이는 경찰학을 하나의 독립된 학문으로 인정했을 때, 이른바 ‘학문적 정체성’이라는 것이 과연 존재하는지, 그리고 존재한다면 어디까지를 그 학문적 영역으로 설정할 것인지의 문제 등으로 귀착된다. 경찰학의 학문적 독자성 내지 정체성 문제는 바로 ‘패러다임’(paradigm)과 관련된 것인데, 이처럼 철학에서 기술수단에 이르고, 또 법학, 행정학, 사회학, 정치학 등 인접학문과 밀접한 관련을 맺고 있기 때문에 이에 대한 접근은 쉬운 일이 아니다. 경찰학이 인접학문과 차별되는 하나의 독자적 학문영역을 갖는 정상학문이 되기 위해서는 그 시대에 맞는 경찰현상을 이해하고, 그에 맞는 연구범위 및 대상을 설정하고 이와 관련된 연구방법론과 이론이 제시․개발되어야 한다는 것을 의미한다. 그리고 경찰학 관련 이론의 제시 및 개발문제는 기본적으로 경찰학에 대한 방법론(methodology)에서 출발하게 된다. 그런데, 경찰학은 본질적으로 ‘개인의 자유와 권리의 보호’와 ‘공공의 안녕과 질서유지’에 관련된 것인데, 문제는 이 두 가치가 종종 상충되는 면이 없지 않다는 점이다. 또한 한국경찰의 역사적 발전과정을 살펴보면, 내재적으로 근대 경찰패러다임을 형성․발전시켰다기보다는 타율적인 요소가 크게 작용하였다는 점이다. 더욱이 한국경찰 및 경찰학의 형성에 영향을 끼친 대륙법계 경찰패러다임과 영미법계 경찰패러다임은 상호 조화되기 어려운 부분이 있는데, 이러한 문제가 한국경찰에 그대로 노정되어 나타나고 있다는 점이다. 따라서 학문적 영역에서 이 문제를 극복하기 위해서는 경찰학에 대한 본질적 성찰이 요구되는데, 그러한 방법론과 관련하여 역사적 접근과 비교론적 접근이 중요시되어야 한다고 본다. 비교론적 접근에서는 특히 그동안 소홀히 해 온 번역(translation)의 중요성이 재인식 되어야 한다. 역사적 접근과 비교론적 접근은 시간과 공간 차원에서 경찰학에 대한 새로운 통찰력을 제공시켜 줄 것으로 기대된다.
