As precondition to operate safe city program efficiently, we must arouse a nation interested in central government's financial assistance and local government's enactment of safe city operation ordinance and establishment of police-university cooperation system. After these condition is solved, safe city program is administered as follows. First, related agency, such as city hall, police station, office of education, fire station, university, NGO, must establish the cooperative network of crime prevention. Second, we must work our strategy, such as reducing crime opportunity, Increasing perceived risks, reducing anticipated rewards, inducing guilt or shame. Third, we must operate hardware program, such as crime prevention through environmental design, CCTV and software program such as citizen police academy, juvenile police academy, sexual assault prevention program, silver safety guard.

안전도시 프로그램을 효율적으로 운영하기 위해서는 중앙정부가 재정적 지원을 하여 범국민적 관심을 불러일으켜야 하고, 지방자치단체는 안전도시 운영조례 등을 제정하는 작업이 이루어져야 하며 경찰과 대학이 서로 경학교류 협력체제를 구축하는 작업이 해결되어야 한다. 이러한 작업이 선행된 후 안전도시 프로그램의 운영방향은 첫째, 지역사회에 소재하고 있는 시(군․구)청, 경찰서, 교육청, 소방서, 대학, NGO 등의 유관기관이 범죄예방의 협력적 네트워크를 구축해야 한다. 둘째, 범죄기회의 감소, 범죄자 검거위험의 증대, 범죄로 인한 보상의 감소, 죄책감이나 수치심 유발 등의 범죄예방전략을 수립해야 한다. 셋째, 환경설계를 통한 범죄예방, CCTV의 설치운용 등 공학적, 과학적 기법을 이용한 하드웨어 프로그램과 시민경찰학교, 청소년폴리스 아카데미, 성폭력예방교실, 실버안전지킴이 프로그램 등 교육이나 상담을 통한 소프트웨어 프로그램을 운영하여야 할 것이다.
