Police Education Training is the activity to improve the working ability and knowledge so that the police could perform their duty. This Education Traning is not only important for the safety of the police themselves, but also for the development of the entire police organization. In this paper, first, we suggested the improvement guideline and analyzed the problems of police education system, and, second, the education methods about how to handle with the crime victims. First, we suggested the improvement guideline of the police education system like the following. a)We should run the police education and the education progress association under the operation of police committee. b)Police Education and the education progress committee have the exclusive rights to reorganize and change the education progress and the course programs for the education training of the police. c)In all the fields of education progress, we have to strengthen the estimation on the educated. Therefore, the police without capabilities have to be dropped. d)In all the course programs, we have to operate the education estimation by the educated. Second, we suggested four-level education process and course programs for the effective education training on the protection of criminal victims.

경찰교육훈련은 경찰관이 그 임무를 더욱 잘 수행할 수 있도록 업무능력과 지식을 증진시키는 활동이다. 경찰관이 스스로의 안전을 확보하는 동시에 시민의 안전과 권익을 효과적으로 보호할 수 있을 때 비로소 경찰에 대한 사회적 신뢰는 공고해지고 경찰조직이 국가발전에 이바지 할 수 있다. 이 글에서는 현행 경찰교육제도의 문제점을 분석하고 개선방안을 제시하는 한편, 경찰의 범죄피해자대책 교육방안을 제시하였다. 첫째 우리는 다음과 같이 경찰교육제도 개선안을 제시하였다. a)경찰위원회 산하에 ｢경찰교육 및 교과과정위원회｣를 설치할 필요가 있다. b)｢경찰교육 및 교과과정위원회｣에 대하여 경찰관 교육훈련을 위한 교육과정 및 교과과정을 제정, 변경할 배타적 권한을 부여한다. c)모든 교육과정에서 피교육자에 대한 평가를 강화한다. 역량이 부족한 경찰관은 과감히 도태시켜야 한다. d)모든 교과목에 관하여 피교육자에 의한 강의평가를 실시하여야 한다. 둘째 우리는 경찰의 피해자대책에 관한 효과적인 교육훈련을 위한 4단계의 교육과정과 교과과정을 제시하였다.
