When I were asked the paper about 'the plan for the development of Gunsan Football...', I hesitated. The reason of why, I am a philosopher who deal with the criticism and the nature of
sport, I have no idea about the economy of the world. But, I look for communication, I present this paper that is not the plan for the development. In the broad concept of culture, this study focused on to regain it's original value from the reflection and comprehension of sport(football).

군산문화원**으로부터 ‘군산축구 발전 방안에 관한...’ 원고와 발표청탁을 받았을 때, 사실 주저함이 있었다. 이유는 필자는 스포츠 비판과 본질 문제를 다루는 스포츠철학을 전공한 자이지, 요즘 세상이 생각하는 물질적 ․ 경제적 효용가치를 최우선으로 하는 세계관과는 거리가 멀기 때문이었다. 하지만 소통(疏通)을 기대하며 부족하지만 발전방안이 아닌 발전방안을 내놓아 보려 한다. 본 연구는 문화의 확대된 개념을 통해 한국의 스포츠(축구)를 반성․이해하고 본래적 가치를 회복하는데 그 목적을 둔다.
