The main object of this research is to establish the detailed supporting strategies for the visually impaired and their main caregivers by specifying the assistance services they need and bringing in the government intervention based on analysis that displays if PAS plays an effective role on the main caregiver's obligation and evaluate the main factors that affect the obligations of the main caregiver who supports the visually impaired. The research object has been established upon the molds that set disability paradigm as independent-living, theoretical perspective as a social model, the characteristics of the visually impaired and their caregivers as independent variable, PAS as adjusting variable, and the caregiver's obligations as dependent variable. The population of interest is consisted of main caregivers of the visually impaired. The survey was distributed and performed by 286 candidates between July 10, 2009 and September 14, 2009. Then the results have been analyzed using Multiple Regression Analysis and Moderated Regression Analysis programs. Followings are the social welfare implications found through this particular research; First of all, implications from the perspective of the visually impaired, PAS has minimal effect as a controlling factor on care burdens considering characteristics of the disabled. Execution of system that does not take the properties of the visually disabled into consideration fails to relieve burdens on their caregivers. Therefore, it is necessary for PAS to improve its functions based on disability types and characteristics.

본 연구는 우리나라에서 시각장애인을 부양하는 주부양자의 부양부담에 영향을 미치는 요인들을 탐색해보고, 활동보조지원서비스가 주부양자의 부양부담에 조절요인으로 작용하고 있는지를 분석하여, 이를 토대로 시각장애인과 주부양자가 필요로 하는 지원서비스는 무엇인지를 밝히고, 정책적 개입 방안을 제시하여 앞으로 시각장애인과 주부양자에 대한 보다 구체적인 지원전략을 수립하는데 기여하고자 하는 것이다. 따라서 본 연구는 장애문제를 바라보는 관점인 장애패러다임으로 자립생활패러다임을, 이론적 관점으로 사회모델을, 연구 분석틀로 독립변수로 시각장애인 특성과 주부양자 특성을, 조절변수는 활동보조지원서비스를, 주부양자의 부양부담을 종속변수로 설정하여 아래와 같이 연구목적을 설정하였다.
본 연구를 위하여 연구의 대상은 시각장애인을 부양하고 있는 가족구성원 중, 주부양자를 대상으로 구조화된 설문을 배포한 뒤 총 286명의 설문자료를 수집하여 분석하였고 조사기간은 2009년 7월 10일부터 9월 14일까지 약 9주에 걸쳐 진행되었다. 자료 분석은 SPSS 12.0/WIN 통계 프로그램을 이용하여 중다회귀분석과 조절 회귀분석을 실시하였다.
본 연구의 주요 연구결과는 첫째, 시각장애인 특성 중 장애등급, 일상생활수행능력은 유의미한 영향을 미치는 것으로 나타났다. 둘째, 활동보조지원서비스 이용경험이 통계적으로 유의미한 것으로 나타났고, 활동보조서비스 이용기간은 유의미하지 않은 것으로 나타났다. 활동보조지원서비스를 이용하는 경우 주부양자의 부양부담 증가에 영향을 주는 것으로 나타났다. 셋째, 활동보조지원서비스가 시각장애인 특성과 부양부담과의 관계에서 조절효과를 나타내지 못하고 있는 것으로 나타났다. 넷째, 일일평균부양시간과 사회적낙인 인지가 유의미한 영향을 미치는 것으로 나타났으며, 활동보조지원서비스 중에는 활동보조지원서비스 이용기간 만이 통계적으로 유의미한 것으로 나타났다.
