The purpose of the study is to suggest the tasks by the reorganization of local educational autonomy system, next to review the political issues on changing of the election system of superintendent and educational members of local assembly, and converting the board of education to the educational committee of provincial and municipal assembly.
The political issues of the reorganization of local educational autonomy system was reviewed by classifying into four sections, which are efficiency of local educational administration vs. independence of education, inhabitants’ representation vs. professionalism of education, openness of local election system vs. political impartiality of education, and limitation of local educational autonomy.
The tasks by the reorganization of local educational autonomy system was suggested as follows. First, it is necessary to come to an agreement of qualification standard for a candidate of superintendent. Second, it is necessary to come to an agreement whether limit to run a member of a political party for superintendent. Third, it should be come to an agreement of the means for realizing the independence, the professionalism, and the political impartiality of education.

이 연구는 교육감 및 교육의원 선거제도의 변화와 시·도 교육위원회의 교육상임위원회 전환에 따른 교육정치학적 쟁점을 분석하는 데 목적이 있다. 이를 위하여 먼저 분석준거를 설정한 후, 교육감 및 교육의원 선거제도의 변화과정과 시·도 교육위원회의 교육상임위원회 전환에 대한 정치학적 배경을 고찰하였으며, 지방교육자치구조 개편의 정치학적 쟁점을 분석한 후, 지방교육자치 구조 개편에 따른 과제를 제시하였다.
지방교육자치구조 개편에 따른 교육정치학적 쟁점은 행정의 효율성 대 교육의 자주성, 주민대표성 대 교육의 전문성, 개방성 대 교육의 정치적 중립성, 지방교육의 자율성의 한계 등으로 구분하여 고찰하였다. 지방교육자치구조 개편에 따른 과제로 교육감의 자격기준에 대한 합의, 교육감의 정당경력 제한에 대한 합의, 교육의 자주성·전문성·정치적 중립성의 보장방법에 대한 합의를 제안하였다.
