This paper is the study on A Model for Introduction of Local police system in Changwon City. To achieve purpose of research, This paper is comprised of as follows: First, we consider the essence of local police system in all bearings, let's say, the meaning, the need and the anticipation of local police. Second, we make an analysis of a few instances, for example, Jeju local police, the police system of foreign country etc. Third, At the base of the above analysis, facts and instances, We explored several solutions to introduction of police system in Changwon City. this research deliver ourself of an opinion in a few viewpoints. that is an organization, the duties of an office, personnel administration, financial affairs etc.

2010년 7월 1일, 마산시, 창원시, 진해시의 통합으로 새로운 통합 창원시가 출범하였다. 통합시의 창설은 조직과 기구 등을 비롯하여 재정지원, 사무배분, 교육자치, 자치경찰의 실시 등 새로운 변화가 예상된다. 이러한 상황에서 본 연구는 통합 창원시의 자치경찰제 도입에 대해서 논의해 보고, 이를 실현하기 위한 방안을 모색하고자 한다. 이러한 연구 목적을 달성하기 위하여 먼저 자치경찰제를 이론적으로 고찰한다. 그리고 현 정부가 준비하고 있는 자치경찰제의 도입방안, 제주자치경찰제의 운영사례와 외국의 자치경찰제도를 분석해 본다. 이와 같은 분석에 근거하여 통합차원시의 자치경찰제 도입방안을 제시해 보는데, 통합창원시 자치경찰제의 기본 방향, 조직구조, 사무배분, 인사관리 그리고 재정부담의 측면에서 도입모델을 모색해 본다.
