This paper examined how newspapers reported on the Law on Assembly and Demonstration between 2008 and 2010. For this, this paper analyzed what are the frames of news reporting and how the conservative and progressive newspapers differently reported about the law. As a result, first of all, it was found that ‘theme frame’ was used more often than ‘episode frame’, which reveals that newspapers tended to report about the law not based on the fact but on opinion. More specifically, except the gen bal frame, there were found several frames such as ‘defiance frame’, ‘violence concerned frame’, ‘replacement and amendment frame’, ‘coexistence frame’, ‘unconstitutionality frame’, and ‘responsibility frame.’ In conclusion, it was confirmed that the newspapers of each side delivered different tones in reporting about the law according to their political tendency. They showed wide difference in the number and quality of news articles about the law. Interestingly, they kept carrying a specific frame through op-ed pages, editorials and opinion columns rather than carrying facts through straight news articles. This results confirmed the previous belief that Korean newspapers confront each other about socially sensitive and disputable issues.

본 연구는 2008년 쇠고기 수입 반대 집회와 헌법 소원에서부터 관련 규정 적용의 마지막 날인 2010년 6월 30일까지 집시법에 대해서 신문들이 어떻게 보도하고 있는가를 살펴보고자 한다. 이를 위해 신문들은 보도의 논조에 있어 어떠한 차이를 보이는지, 논조의 차이가 어떠한 방식의 보도를 하고 있는지, 또는 보도 내용에서 나타난 보도의 프레임이 있다면 어떠한 것인지를 분석하고자 한다. 전체적인 프레임 분석결과를 살펴보면 주제중심 프레임이 사건중심 프레임 보다 훨씬 높은 것으로 나타났다. 세부적인 프레임을 보면, 전체적으로 단순(기타)프레임이 가장 많았지만 이를 제외한 특정 톤을 발견할 수 있는 프레임 중에서는 대항 프레임, 폭력성우려 프레임, 대체보완요구 프레임, 양립성 프레임, 적용혼란 프레임, 금지조항 위헌성 강조 프레임, 책임귀인 프레임이 있었다. 결론적으로 야간집회에 대해 신문사들은 양적, 질적으로 차이를 보이고 있고, 특히 스트레이트 기사보다는 사설, 독자투고, 오피니언면과 강조하는 프레임 선택을 통해서 의견을 전달하고 있는 것으로 나타났다. 이는 사실과 의견을 분리해서 가치를 전달할 수 있는 언론의 자유가 있지만 일반 수용자의 측면에서는 선택한 신문의 기사내용을 통해 야간집회와 같은 이슈에 대해 편향된 시각을 배양할 수 있다는 측면에서 재삼 우리나라 언론의 정파성을 확인하게 되었다.
