The importance of the environment may not change in the formulation of foreign policy but, however, the attention payed to the dynamics of internal politics and the role played by parliaments in the liberalization of a nation's economy has been far from sufficient. In the era of globalization, it is imperative that governments reach a consensus between national interest and democratic legitimacy. This study is an effort to understand the newly arising political dynamics involved in FTAs as well as an effort to identify the role that parliaments play in the conclusion and implementation of FTAs. Japan has been liberalizing its economy by opening it to the rest of the world as part of the larger globalization process. This paper analyses the evolution of the role played by the Japanese Diet in the conclusion and implementation of Japan's FTAs and its effects on the wider Japanese foreign policy. Although parliamentary activities have been confined to the realm of domestic politics and the field of foreign affairs have largely been associated with the administrative branch of governments, this research endeavors to identify the role that parliaments play in foreign policy through investigating the process of ratifying FTAs. Because Japan has a parliamentary government, it is very useful as an exemplary case of what role the parliament has in the conclusion and implementation of FTAs. As a neighboring country with many commonalities, the Japanese Diet's role in its FTAs will hopefully shed light on South Korea's situation concerning its FTAs and the role that the South Korean National Assembly may have.

본 연구에서는 일본의 대외정책 중 특히 자유무역협정(FTA)의 체결과정에서 국내 행위자 중 하나인 의회가 어떠한 역할을 수행하였으며, 그 역할을 어떻게 변화하여 왔는지에 대해 분석하였다. 그 동안 자유무역협정 체결과정에 관한 연구는 주로 국내정치 차원에서 행정부를 중심으로 분석되어 왔으나, 일본은 정부 형태로서 의원내각제를 채택하고 있는 국가라는 점에서 자유무역협정과 관련하여 의회가 어떠한 기능과 역할을 수행하는가를 살펴보는데 유용하다. 현실적으로 일본의 경우 한국과 지리적으로 인접해 있고, 정치․문화적으로 다양한 특성들을 공유하고 있으며, 많은 무역 거래를 하고 있다는 특징을 보인다. 이러한 가운데 본 연구는 일본의 자유무역협정 추진과정에서 나타난 일본 의회의 역할 변화에 대해 고찰하였다. 전세계적인 국제화․자유화의 진전에 따라 일본 정부도 시장 개방과 자유화를 추진하였다. 한 국가의 대외정책 결정과정에는 국제체제적 요인도 중요하지만, 일정 부분 국내체제 및 행위자가 주요한 변인으로 작용한다는 전제 하에 국내의 다양한 이해관계를 결집하고 표출하는 의회의 역할이 어떻게 변화하였는지를 분석하였다. 세계화 시대에 한 국가의 대외경제정책은 사회구성원들에 의해 민주적 정당성을 확보하는 가운데, 다른 한편으로 국익을 최우선으로 하는 국가경쟁력의 제고가 요구된다. 본 연구는 최근 국제정치의 핵심 현안으로 부상하고 있는 자유무역협정에 대한 새로운 이해를 도모하기 위한 시도였고, 자유무역협정 체결과 관련된 의회의 역할과 기능에 대한 학문적 연구의 공론화를 위한 시도였다.
