This paper aims to search for the empirical implications for Korean local electoral system through the review of American local electoral rules. For the party nomination system, the US case shows a mixture of partisan and nonpartisan electoral rules. Studies of political effects feature that the latter system increases effectiveness of local government operation, while, at the same time, it reduces responsiveness significantly. Regarding district magnitude, big cities tend to take multi-member district, while small cities are likely to have single member district system. Studies also tell that this tendency depends on the political orientation to respond various societal interests. In final chapter, based on above observations, this paper proposes two alternatives. First, it is well directed to sustain the partisan electoral rule in order to achieve responsive governance in local level. Second, based on partisan rule, it is necessary to adopt a mixed type of electoral system through the increase of seats for proportional representation.

이 글은 정당공천제와 선거구제라는 제도를 중심으로 미국의 지방선거제도 사례를 통해 한국 지방선거제도에의 교훈 및 시사점을 찾는다는 목적을 지니고 있다. 정당공천과 관련해 미국의 지방선거제도는 정당참여와 정당배제가 혼합되어 있다. 분석결과는 정당공천이 배제되어 있는 경우 정부운영의 효율성이 증가되지만 책임정치의 실현이라는 측면에서 반응성이 감소하는 효과를 지닌 것으로 나타났다. 아울러 유권자의 정치참여도 일정하게 감소시키는 것으로 나타났다. 선거구제와 관련해 미국의 지방선거제도는 대도시일수록 다양한 사회계층의 요구에 반응하기 위해 소선거구제를 채택하고 있는 반면, 비교적 동질성이 높은 소도시의 경우 대선거구제를 채택해 지역 전체의 이익을 증진시키는 것으로 나타났다. 이러한 결과를 토대로 이 글은 한국 지방선거제도에서 정당공천제는 책임정치 실현이라는 측면에서 여전히 유효하다고 결론내리고 있다. 아울러 정당참여를 허용한 가운데 선거구제도 비례대표 확대를 전제로 한 혼합형 선거제도를 제안하고 있다.
