This paper analyzes the institutionalization of re-regulation in America after the financial crisis of 2008. This paper examines how the financial crisis as 'triggering event' provided windows of opportunity for policy change, and political elites having two conflicting discourses - neoliberalism and Keynesian idea - pursued policy status quo or policy change for their own interests in response to the financial crisis. This paper concludes that Keynesian idea of state intervention and re-regulation has exerted a considerable effect on policy change in American financial sector. Political climate and national mood in favor of Keynesian idea have played a critical role in this process.

이 글은 미국이 하나의 격발사건(triggering event)으로서의 2008년 금융위기를 극복하는 과정에서 위기의 원인과 대안에 관한 어떤 담론들이 제기되었으며, 또 기존 금융 시스템의 변화와 제도화를 어떤 담론이 주도하게 되는가를 논의한다. 특히 규제와 탈규제를 둘러싼 신자유주의(neoliberalism)적 담론과 케인즈(Keynes)적 담론의 대두와 상호대립을 살펴보고자 한다. 그리고 위기 극복의 대안으로서 결국 케인즈적 담론이 어떻게 제도변화를 유도하게 되는지를 고찰한다. 그 과정에서 제도변화에 유리한 환경을 제공하게 된 정치적 상황과 변수도 이론적 논의에 근거하여 살펴보고 있다.
