Through empirical analysis, the present study aims to examine how public disputes in Korean political society is developed and resolved. First, the results showed that public disputes in political society occurred at the highest rate during the Lee Myung-bak government and did during the Roh Moo-hyun government if the Roh Tae-woo and Lee Myung-bak governments’ period not included. Secondly, the results indicated that by issue, type, character, and the way of termination, respectively, disputes between different regions, disputes between government and nonofficial group, disputes for economic interests of both parties, and disputes terminated by administrative orders occurred most frequently. Thirdly, compared to disputes occurring in civil society, ones in political society were lower in frequency, but higher in intensity (i.e., average duration, average number of participants). Lastly, the results displayed that the average duration of disputes was longer when civil organizations were involved. It was suggested that disputes in political society occurred frequently during policy process and thus, in order to prevent and resolve the disputes rationally, governmental officials should have a drastic change in their attitudes and the political parties and the National Assembly should gather public opinions and represent them.

본 연구는 한국 정치사회 공공분쟁에 대한 경험적 분석을 통해 정치사회 공공분쟁은 어떠한 특징을 띠고 전개되고 있으며 어떻게 해결되고 있는지 알아보는 것을 목적으로 한다. 먼저, 전체 공공분쟁 중에서 정치사회 공공분쟁은 이명박 정부에서 가장 높은 비율로 발생되었으며, 노태우 정부와 이명박 정부를 제외하면 노무현 정부에서 가장 많은 발생 빈도를 보이고 있다. 정치사회 공공분쟁을 유형별로 보았을 때는 지역분쟁이, 종류별로 보았을 때는 관/민분쟁이, 성격별로는 이익/이익분쟁이 가장 높은 빈도를 차지하고 있고, 종료방식으로 보았을 때는 행정집행에 의한 분쟁 종료가 가장 높게 나타나고 있다. 또한 정치사회 공공분쟁은 시민사회 공공분쟁보다 발생 빈도는 낮지만 평균 지속일수와 평균 참여자수 및 분쟁강도는 높은 것으로 나타나고 있다. 분쟁의 평균 지속일수를 중심으로 살펴보면, 정치사회 공공분쟁에 시민단체가 개입하면 개입하지 않는 분쟁보다 평균 지속일수가 길게 나타나고 있다. 이러한 분석을 통해 알 수 있는 것은 정치사회 공공분쟁은 정부의 정책과정에서 발생 빈도가 높으며, 따라서 정치사회 공공분쟁을 예방하고 합리적으로 해결하기 위해서는 정치사회 구성원, 특히 정책을 집행하는 관료들의 의식이 빠르게 전환되어야 할 것이며, 여론을 수렴하고 시민들의 의사를 대변하는 의회, 정당의 역할과 기능이 보다 활성화 되어야 할 것이다.
