This article aims to answer following questions regarding the role of middle powers in G20 summit: Is the positive prediction regarding the role of Korea in G20 summit appropriate? And what strategies should Korea choose to secure its own national interest through actively performing the role of middle power? Existing studies regarding the G20 summit tend to focus on the 'desirable' national strategies of Korea and, as a result, pay relatively little attention to 'how' to achieve those strategic goals. In this vein, the authors search for diplomatic strategies for achieving Korea's national interests. This article defines the characteristics of G20 summit, explores the exiting studies regarding the role of middle power and G20 summit, attempts to set the national interests of Korea and suggests concrete negotiation strategies for achieving the diplomatic aims of Korea in G20 summit. This article proposes 'taking advantage of the status as a chairman of the summit, preparing for the next game, grouping and diversifying issues' as Korea's strategies. In line with this, this article focuses on general aspects of cooperation and negotiation rather than on the distinct characteristics of Korea by adopting the logic of two-face game which is an alternative form of Robert D. Putnam's two-level game.

본 연구는 서울 G20 정상회의 개최와 관련하여 많은 주목을 받고 있는 중견국가 역할론에 대한 낙관적 전망은 과연 적합한 것이며, 한국이 중견국가로서의 역할을 수행함으로써 국가이익을 확보할 수 있는 전략적 선택은 무엇인가라는 질문에 답하고자 하였다. 기존의 G20 정상회의와 관련한 연구들은 한국이 취해야할 국가전략에 대한 당위적 설명에 집중한 까닭에 ‘어떻게’ 그와 같은 목표들을 달성할 것인가에 대한 전략적 사고에 소홀한 경향이 있었다. 본 연구는 이러한 문제의식 하에 한국의 국익달성을 위한 외교 전략을 모색하고 있다. 이를 위해 먼저 G20의 성격을 규정하고, 이에 근거하여 중견국가 역할론과 G20 정상회의와 관련한 기존 연구들에서의 제안과 한계를 검토하며, 한국의 국가이익과 이의 달성을 위한 외교정책적 목표를 설정하고 이를 달성하기 위한 구체적 협상방안들을 제시하고 있다. 본고에서 제시하고 있는 한국의 협상전략으로서는 ‘대표자로서의 위치 활용, 후속 게임을 위한 준비, 세력화, 이슈의 다양화’ 등이 제시되고 있다. 이러한 논의의 전개에 있어 한국의 특수성에 주목하기 보다는 일반적 협상의 과정에서 광범위하게 적용될 수 있는 푸트남(Robert D. Putnam)의 투-레벨 게임을 변용한 투-페이스 게임의 논리를 적용하고 있음이 본 연구의 특징이라고 할 수 있다.
