Energy Security and Energy Cooperation in Northeast Asia

This study aims at finding out the approach toward energy cooperation in Northeast Asian region, considering the energy is one of the important factors in determining the direction of the international order. Recently many energy-consuming countries have waged a all-out war against each other for securing stable supplies of energy. Due to the 'finite availability' of energy resources, the countries are easy to fall into a vicious cycle of deadly competition, rather than cooperation by nature. Becoming a major energy-consuming region in the world, South Korea, Japan, and China doesn't have the benefits of indigenous resources. So the possibility of competition or bloody conflicts surrounding energy is likely to be higher in this region than any other regions. Energy security concerns have been raised again by recent skyrocketing international oil price, the international disputes involved in energy, and so-called 'resource diplomacy', since the concept of the energy security emerged on the international stage through 1970s oil crisis. Under this changing international environment, Northeast Asian countries have been pursuing unilaterally their own interests for securing energy security on one hand, while they have been promoting bilaterally or multilaterally energy cooperation on the other hand. However their efforts for energy security have not succeeded until now. To ensure energy security, energy cooperation among these countries is needed. If so, is it possible for energy cooperation in Northeast Asia? This study proposes that Northeast Asian countries have to find out the common interests for securing energy security. The common interests can be operated as an outlet from their situational awareness of the zero-sum game, and become a catalyst for promoting energy cooperation within Northeast Asian region. In this respect, Northeast Asian Common Petroleum Market through the creation of the regional maker oil is presented as a starting point for the regional energy cooperation.

본 연구는 에너지자원이 향후 국제질서의 향배를 결정지을 수 있는 중요 변수로 파악하고 에너지안보를 확보하기 위한 동북아 에너지협력에 초점을 맞추고 있다. 최근 많은 국가들이 에너지자원의 안정적 확보를 국가생존의 사활적 목표로 삼고, 이를 위한 총력전을 벌이고 있다. 이는 자원의 유한성에 기인한 것으로 에너지의 속성상 국가간 협력보다는 경쟁의 원심력이 크기 때문이다. 특히 에너지자원의 혜택을 얻지 못한 에너지소비지역인 동북아지역의 상황은 에너지를 둘러싼 경쟁 혹은 갈등이 더욱 심화될 개연성이 높다. 1970년대 오일쇼크이후 국제무대에 등장한 에너지안보에 대한 관심은 최근 고유가 현상의 지속과 에너지를 둘러싼 국제분쟁 혹은 자원외교로 인해 다시금 높아지고 있다. 최근 동북아 3국은 변화하는 국제환경 속에서 에너지안보를 확보하기 위해 한편으로 양자 혹은 다자협력을 모색하면서도, 다른 한편으로 제로섬적 상황인식에 기초해 자국의 이익을 극대화하려는 일방적인 노력을 취하고 있다. 그러나 한·중·일 3국이 에너지안보를 확보하기 위해서는 에너지협력이 필요하다. 그렇다면 동북아에서 에너지협력이 어떻게 가능할 수 있는가? 본 글은 동북아 3국이 제로섬적 인식에서 벗어나 서로 공유할 수 있는 상호이익(common interests)을 찾아낼 수 있다면 가능하다고 본다. 이러한 출발점으로 지표원유형성을 통한 동북아 공동석유시장을 제시한다. 이를 위한 협력의 과정 그리고 그 결과는 동북아 국가들에게 경제적 이익 뿐 아니라 상호 신뢰를 높일 수 있고, 향후 보다 민감한 부문들로 확산시켜 포괄적인 동북아 에너지협력체의 형성에 기여할 수 있을 것이다.
