Can our national industrial complex keep taking their role as a regional growth pole in the era of knowledge economy? Answers for this question differ in terms of production and employment. In production or export, most researches show optimistic prospects in future and encourage government to invest in R&D and business improvement policy. In the area of jobs and employment, however, many researches prospect gloomy figures indicating an acceleration of jobless growth in industrial complex, mostly with manufacturing sector in particular. In addition, reduction in jobs will result in an out-migration of people from traditional industrial cities to the capital region. Confronting such negative prospects in employment impact of economic growth in manufacturing sector, this research assumes a hypothesis of continuing growth of jobs in our national industrial complex and shows some evidences. Research outcome of our case study of Changwon National Industrial Complex which is located in the southeast region of Korea indicates continuous growth in both production and employment to the middle of 2010th. Despite gradual reduction in its annual growth rate and changing structure of industry, we conclude that our national industrial complex can continue leading economic growth of their regions by restructuring their own industry.

지난 30년간 국가 경제성장과 더불어 국토균형발전에 결정적 기여를 해 온 우리나라의 국가산업단지가 지식경제시대에도 성장거점 기능을 지속적으로 수행할 수 있을까? 이상의 질문에 대한 답변은 생산과 고용 측면에서 달리 나타난다. 먼저 생산과 수출에 있어서는 대부분 연구가 국가산업단지가 지속적으로 성장해 갈 것으로 전망하고 있으며, 정부도 이에 기초하여 지난 10년간 지역산업진흥사업에 대규모 투자를 해오고 있다. 이에 반해 고용측면에서는 회의적 시각이 많으며 일부에서는 ‘고용없는 성장’의 가속화로 지방 인구의 수도권 이전이 촉진될 것으로 전망하고 있다. 이러한 고용 측면의 부정적 견해와는 반대로 본 연구는 국가산업단지의 일자리 창출효과에 대한 긍정적 가설과 이에 대한 실증적 연구를 실시하였다. 창원국가산업단지를 사례지역으로 생산과 고용에 대한 2015년 중기 전망을 해본 결과 비록 성장속도는 점차 둔화되고 있으나 생산 및 고용 모두 지속적 성장이 전망되며 산업구조 개편이 원만히 이뤄질 경우 미래에도 지역 발전을 견인해 갈 수 있을 것으로 예측된다.
