This June, a coed in Daegu was kidnapped and murdered by an unknown criminal. The police started investigation after receiving a report of kidnapping from her parents and pursued a suspect but eventually lost his track. The kidnapper who learned the pursuit of police eventually killed the victim cold-bloodedly. Such robbery with hostage or kidnapping is the most vicious crime which demands money on human life, and backward country-type crime. Despite of diverse efforts of the police to proactively respond to such crimes including various investigation techniques and simulated training for detectives in charge, killing of victims has been repeated continually. In this context, the police are on the verge of introducing new investigation techniques with more precision. The objective of this study is to find out how to improve efficiency of investigation techniques based on actual crime statistics of robberies with hostages and kidnappings in the last ten years in terms of actual situation/characteristics of the crimes and issues in investigations from the aspect of investigation techniques. The study shows that the number of robberies with hostages and kidnappings has been decreased continuously each year, while the arrest rate has been very high. However, the percentage of kidnapping incidents targeting children and coeds is still more than 50% of the total, and most policemen have not been ready to cope with such crimes with insufficient knowledge on the investigation techniques. Thus, to close any unethical and infamous robbery with hostages and kidnapping incident in a timely manner, it is necessary for the police to manage public phone positioning system more thoroughly, to accurately understand and apply bank account trace system which is used when a criminal demands transfer of money between accounts, to prepare ransom money by the police, to make detailed strategies for negotiations with hostage-takers, and to organize professional team with sufficient experience. Also, it is recommended to strengthen collaboration between police precincts through repetitive education and training programs on a continual basis.

금년 6월경 대구에서 여대생이 납치되어 범인에 의해 살해되는 사건이 발생하였다. 경찰에서는 피해자 부모측의 신고로 수사에 착수하여 범인을 추격하였으나 놓쳤고 범인은 경찰이 추격한다는 사실을 알고 결국 피해자를 살해하게 되었다. 이러한 인질강도 및 납치사건은 사람의 생명을 담보로 금전을 요구하는 가장 흉악한 범죄이며 후진국형 범죄이다. 경찰에서도 이러한 납치사건에 대응하기 위해 많은 수사기법을 동원하고, 수사형사를 대상으로 모의훈련을 실시하는 등 노력하고 있음에도 피해자가 사망하는 안타까운 일이 반복되고 있어 보다 세밀한 수사기법의 적용이 필요한 시점에 있다. 본 연구에서는 인질강도 및 납치사건의 최근 10년간 실제 발생통계를 중심으로 사건의 실태와 특징을 살펴보고 수사상 문제점을 고찰하여 수사기법적 측면에서 효율성 제고방안을 마련해 보고자 하였다. 연구결과, 인질강도 및 납치사건은 매년 줄어들고 있고 검거율도 대단히 높은 것으로 분석되었다. 그러나 아직까지 납치사건의 대상이 어린이와 여대생을 목표로 한 경우가 전체의 50%가 넘고 있으며, 경찰의 수사기법에 대한 충분한 숙지와 대비가 부족한 것으로 나타났다. 따라서 경찰에서는 반인륜적이고 파렴치한 인질강도 및 납치사건을 신속히 해결하고 피해자를 구출하기 위해서는 공중전화위치확인시스템의 철저한 관리, 계좌이체 요구시 적용하는 부정계좌사용 범인검거시스템의 정확한 이해와 적용, 인질협상금의 경찰준비, 인질협상 전략을 상세히 마련하고, 실전경험이 풍부한 전문가 팀의 가동 등이 필요하며 반복적인 훈련과 교육을 통해 경찰관서간 공조체제를 더욱 확실히 할 필요가 있다.
