Terminology is treated in the purview of Language policy. So far the goal of terminology standardization and systematization have been achieved from bottom-up. From now on that must be accomplished from top-down also through a guide such as formation principles. 10 formation principles are presented in this paper as a guide. They are ‘monosemy’, ‘transparency’, ‘consistency’, ‘appropriateness’, ‘economy’, ‘unity in the fields of studies’, ‘derivability’, ‘linguistic correctness’, ‘preference for native language’ and ‘easy language’. Especially ‘derivability’ and ‘linguistic correctness’ among these principles are mainly concerned in morphology. ‘Monosemy’, ‘transparency’, ‘consistency’, ‘appropriateness’, ‘economy’ and ‘unity in the fields of studies’ are based on the semantic concept of terminology. Finally, ‘preference for native language’ and ‘easy language’ are contributed to the guide on cultural aspect.

언어 정책의 대상으로서의 전문 용어는 2005년 7월부터 시행된 국어기본법과 국어기본법 시행령에 그에 대한 표준화와 체계화의 필요성 및 그 절차가 명문화하였다. 지금까지의 전문 용어에 대한 아래로부터의 정비에 더하여 지침으로서의 전문 용어 형성 원칙을 마련하는 것 은 위로부터의 전문 용어 정비에 대한 가시적인 결과를 겨냥한 것이라 할 수 있다. 전문 용어 형성의 원칙은 그동안 제시된 것들을 존중하되 국어의 현실을 반영하고 지침으로 형상화할 수 있는 것들을 간추리는 작업을 거쳐야 한다. 이러한 과정을 통해 전문 용어의 형성 원칙들 가운데 지침의 대상이 될 만한 것으로 ‘일의성’, ‘투명성’, ‘일관성’, ‘적합성’, ‘경제성’, ‘학문 분 야 간 통일성’, ‘파생성’, ‘언어적 정확성’, ‘모국어 선호’, ‘쉬운 말’의 10가지를 선정할 수 있다. 이 가운데 특히 ‘파생성’과 ‘언어적 정확성’은 형태론의 측면에서 보다 자세히 살펴볼 필요가 있는 것들이다. ‘일의성’, ‘투명성’, ‘일관성’, ‘적합성’, ‘경제성’, ‘학문 분야 간 통일성’은 모두 전문 용어의 ‘개념’과 관련된다는 점에서 의미의 측면을 강조한 원칙들이다. 한편 ‘모국어 선 호’와 ‘쉬운 말’은 문화적 측면에서 접근할 수 있는 전문 용어 형성에 대한 지침 마련을 위해 필요하다고 보았다.
