The effort for the elite sports, which are the school sports team, has been driven steadily in the meantime in the relevant facilities, program, coach, and system, but it is a situation that the assignment of solution is still scattered. In particular, it is the real situation that a plan for the advance is being required, above all, in the organizational section and the policy section.
The implementation in the sports and sports administration system and the normalization in the policy function are judged to be required in the new government. Those problems are as follows. There is a problem of a role and function in the department in charge of school sports within the Ministry of Education and Human Resources Development. There is a problem about reinforcing cooperation with the Ministry of Education and Human Resources Development by the Ministry of Culture and Tourism, or about the reorganization of government department in charge exclusively of school, life, and elite sports. There is a problem about the separation in function and role of life sports and school sports (elite sports included) by the Korean Amateur Athletic Association, or about the large integration with the National Council of Sport for All. And, there is a problem about establishing the mid-and long-term elite sports policy that reaches the physical education of pre-school children, university or industrial sports.
Also, in physical education and sports, the effort of each in local governments is being maximized. As the role and function in the Ministry of Education and Human Resources Development is transferred to the Office of Education in each city and province and to principal of each-grade school, the role and function of the sports organization is required more than anything. Also, aiming at elite sports in the school sports team, the best effort will need to be made even for the normalization of school sport, which possesses intellectual training, moral education, and physical education.
Therefore, aiming at the development in Korean sports, it is judged that the positive interest and support will need to be substantially performed for securing 1% of government budget and for developing and cultivating the future welfare-oriented elite sports in the midst of the smooth and efficient relationship between the government and the private sports organization, by reorganizing the sports department within the government organization through revising the Governmental Organization Law.
