This research attempts to analyze the impacts of autonomous school policies and changes of the distribution of the decision-making power within school. According to the survey, the perceptions of school teachers and administrators on curriculum autonomy and support system for school are comparatively good. The perceptions on the policies of school personnel and increasing the number of autonomous school, however, are unsatisfactory. Regarding the change of the distribution of school-based decision-making power within schools, decision-making power of school principal and administrators are increased with autonomous school policies, but teacher's participation in decision making process on school personnel and administrative-financial area is not changed, compared to earlier. Some possible solutions for those problems are proposed, such as promotion of policies reflecting school condition and regional characteristics, teacher's participation in decision making process in school, and carrying out a policy reflecting differences among schools gradually.

본 연구는 학교자율화 정책이 학교현장에 미친 영향을 분석하고, 학교 내 의사결정 방식의 변화를 살펴보았다. 연구결과에 따르면, 교육과정 자율화와 학교현장 지원체제 구축에 대한 교원들의 평가는 비교적 양호한 편이었으나, 교직원 인사나 자율학교의 확대 정책은 아직 미흡한 측면이 많았다. 단위학교의 의사결정 방식에 있어, 학교장의 의사결정 권한은 크게 확대된 것으로 평가하고 있으나, 교원인사 및 행․재정 영역에 대한 교사들의 의사결정 참여는 학교자율화 정책 이전과 크게 달라지지 않았다. 이러한 문제점들을 해결하기 위한 해결방안으로, 학교 간 특성을 반영한 정책 추진과 단위학교 내 교원들의 의사결정 과정 참여 확대, 학교 간 역량 차이를 고려한 점진적 정책 추진 등을 제시하였다.
