This study aims to evaluate the partnership process, operational systems, partnership value among participatory subjects as residents, NGO, experts and administration in the case of Sanseong neighbourhood building in Busan. The study relies on judgement and qualitative assessments of 9 committee members interviewed with 16 indicators and 48 questions. The results of the evaluation show that it is important to establish objectives of project through sufficient understanding and agreement. Also it is necessary to meditate between related groups' participation. In addition, choosing representatives of village must be considered. Planning space project, prior consultation of villages' program and implement should be needed and administrator must be the members of committee to meditate the project. To make better villages, we keep trying to share our vision with residents and make a scheme and a system for the supporting village activist. Finally, to make guide of village making system, compensative evaluation index and more case studies should be required.

본 연구는 금정산성마을만들기 사업을 대상으로 주민, 시민단체, 전문가, 행정 등의 참여주체간의 파트너십과정과 운영체계, 파트너십의 가치 등을 평가하였다. 20명의 추진위원들중에서 각 계의 대표들 9명을 대상으로 16개의 지표와 48개의 질문항목으로 인터뷰하는 정성적인 평가를 시도하였다. 그 결과, 첫째, 사업초기에 전문가, 시민단체들과 주민간의 명확한 사업목표의 수립 및 충분한 이해와 동의가 중요하다. 둘째, 사업 관련 단체들의 참여에 대한 조율이 필요하다. 셋째, 마을 대표자들의 인선에 대한 고민이 필요하다. 넷째, 공간사업을 계획할 때 공간을 활용한 구체적인 마을 프로그램 계획과 실행에 대한 협의가 반드시 수반되어야한다. 다섯째, 마을사업에서는 사업집행을 조율할 수 있는 행정직원의 참여가 반드시 필요하다. 여섯째, 주민들과 마을만들기 비전을 공유하려는 유연하고 다양한 노력이 필요하다. 일곱째, 마을 활동가를 양성하고 지원하는 체계와 제도가 필요하다. 마을만들기 추진체계와 과정에 대한 지침서 마련을 위해서 평가지표의 보완과 더 많은 사례 평가의 후속작업이 필요하다.
