This essay is to review the history of the exploitation of a silver mine in Chosun dynasty and the real condition of Silver mine Fever in the 18th century through the epitaph about An Myeong Kuan 安命觀 written by Nam Gong Chul 南公轍 and another relevant texts. Most of contemporary intellectuals like Nam Gong Chul 南公轍 and officials in the Choson government in the 18th century only tried to hold down the exploitation of a silver mine, because they did not free from the 'agriculture-first' principle. So they critisized An Myeong Kuan 安命觀 and ruffians into the silver mine, regarded them as the wrong man who sought instant self-gratification. On the other hand, Some intellectuals like Wu Jeong Gyu 禹禎圭 and Jeong Yak Yong 丁若鏞 considered ruffians into the silver mine as farmers who gave up farming and moved to find work in mines. Because they thought the mining is another industry improving the wealth of nations, they supported the exploitation of a mine actively. Considering from their standpoint, An Myeong Kuan 安命觀's acts that engaged in the exploitation of the silver mine for his own profit, the act of the ruffians that moving around from mine to mine for their own survival, it would rather be accepted and be encouraged than be criticized. On the basis of researching the history and the real condition about the exploitation of a silver mine, and by analyzing conflicting claims about it, This essay could obtained another viewpoint that understand positively the ordinary life of An Myeong Kuan 安命觀 and ruffians.

본고는 南公轍이 쓴 ‘安命觀 墓誌文’을 매개로 조선의 은광 개발의 역사와 18세기 당대의 은광 개발 열풍의 현장을 되짚어 보고, 그런 가운데 은광 개발에 참여했던 ‘안명관’과 ‘무뢰배’로 지칭되는 이들의 광산 개발의 의미를 재음미해 본 것이다. 農本主義的 사고를 벗어나지 못한 南公轍 등 當代의 대다수 지식인 및 상층 관료들은 은광 개발에 뛰어든 ‘안명관’과 ‘무뢰배’들을 말단의 이익을 좇는 이들로 비판하며 당대의 은광 개발을 억제하려고만 하였다. 하지만, 禹禎圭와 丁若鏞 같은 이들은 ‘광업’에 뛰어든 무뢰배들이 곧, 과중한 稅役을 피해 불법적으로 토지를 이탈한 ‘농민’들임을 십분 이해한 위에서 ‘鑛業’ 역시 末業이 아니라 國富를 증진시킬 하나의 産業임을 인정하고, 광산 개발을 적극적으로 지지하고 있었다. 후자의 관점에서 보면, 자신의 이익을 위해 은광 개발에 참여한 ‘안명관’의 행위나, ‘생존’을 위해 은광을 전전하는 ‘무뢰배’들의 행위는 비난받기 보다는 오히려 제도적인 보완을 통해 수용되고 권장되어야 할 사항인 것이다. 본고는 이처럼 조선시대 ‘은광 개발’의 역사와 실태를 점검한 위에서, ‘은광 개발’을 둘러싼 18세기의 대립된 논의들을 분석함으로써 ‘안명관’과 ‘무뢰배’들을 이해하는 또 다른 시각을 획득할 수 있었다.
