During the last several decades, the world has witnessed a constant increase in the number of democracies. After implementing democracy politically and systematically, each country has experienced a different process of democratic development. Although abundant studies have examined the cross-national differences in crime, there are only a handful of previous studies that explored the impact of democracy on crime. The current study examined the association between the level of democratic development and the likelihood of criminal victimization among people. Using hierarchical generalized linear modeling(HGLM) with country-level variables and individual-level variables, this study found that democratic development did not have a significant effect on both violent and property criminal victimization. However, the analysis for
cross-level interactions revealed that democratic development was significantly related with the impact of preventive behavior, lifestyle, age, and low income upon violent criminal victimization and with the impact of guardianship, sex, and low income upon property criminal victimization.

지난 수 세기 동안 세계적으로 많은 신흥 민주국가가 탄생했고 이미 정치적.제도적으로 민주주의를 채택한 나라들도 각기 다른 민주화 발전과정 중에 있다. 그 동안 국가 간 범죄현상의 차이를 설명하기 위한 다수의 이론과 연구가 진행됐지만 민주주의 발전 수준이라는 측면에서 접근한 연구는 극히 소수에 불과하다. 본 연구는 민주화의 정도가 국민들의 범죄피해 위험에 미치는 영향에 관해 조사하였다. 다수준분석기법의 일종인 위계적 일반화 선형모형(HGLM)에 민주화를 포함한 국가수준 변수들과 기회이론에 바탕을 둔 개인수준 변수들을 함께 투입하여 범죄피해에 미치는 효과를 분석하였다. 분석결과 민주화는 폭력범죄피해와 재산범죄피해에 직접적으로 유의한 영향을 미치지는 않는 것으로 나타났다. 하지만 두 수준 간 교차상호영향분석을 실시한 결과 민주화는 폭력범죄피해에 대하여 개인수준의 변수인 방어적 행동, 생활방식, 연령, 저소득과 교차상호작용효과가 있는 것으로 나타났다. 또한 민주화는 재산범죄피해에 대하여는 보호인, 성별, 저소득과 교차상호작용효과가 있는 것으로 나타났다.
