Children is a hope of home and future to lead society and nation. Recent for years, child molestation scares the public. so the police have introduced 'The institution of guarding children's safety', because of need to construct social protecting network which will protect children. We emphasize the precautions rather than after measures such as intensifying prison sentences to child molester. On this research, Gyeong-Buk 'One-stop' Support center notice that almost all children are suffered within living space through analysis about the crime scene which applied victims mentioned. So our police clarify importances of need to construct social protecting network and of patrol school zone and around it. Hence, the police consider about 'The institution' to improve it, compared with institution of advanced countries. Though the police make efforts to settle 'The institution', poor management of leading company and no incentive are points at issue. For countermeasures, we have to manage the leading company strictly, promote its benefits and provide incentives such as tax free, parking benefits and so on to improve a sense of duty of leading company's manager. And after, by permitting these measures by the institutional help, we will hand over privilege to local private organizations to work as voluntary activities. Also we propose a association with 'Guarders of children's safety' who work around park, playground and so on.
