In the contemporary society, there are dangerous factors increasing which threaten citizen's life and property. The local government need to responsible for citizen's safety. Sexual crime of children is serious social problem. This sexual crime can happen to anyone and anywhere. Therefore, people need to concern about this social problem. In order to protect the community society from the crime, community, government and citizens need to manage and improve the social problem together. The police need to around the school environment and round of his assigned of block. Everytime sexual violence occurs, policeman and education authority suggest the safety of guideline and support policies for citizens. It does not apply to the reality. Therefore, in order to protect the community society from the crime, not only police, local community but also citizen need to make effort. This study is to analyze the crime prevention diagnosis about of two primary school in seoul city, and preventing sexual violence, analyzing the environment's problem and suggesting problem solving. The aim of this study is to protect the safety of children.

범죄로부터 안전한 지역사회를 만드는 일은 경찰뿐만 아니라 지역사회, 정부, 시민들이 관심을 가지고 대처해가야 하는 일이다. 어린이들에 대한 성범죄는 심각한 사회문제이고 이러한 성범죄는 누구에게나 어디에서든지 발생할 수 있다는데 문제가 있다. 어린이를 대상으로 하는 성범죄를 막기 위하여, 정부에서는 상습적인 성범죄자에게 전자발찌착용을 의무화하고 특정 성폭력 범죄자에게는 위치추적 전자장치를 부착해서 학교주변 접근을 차단한다는 계획도 세우고 있다. 또 경찰기관 에서는 학교주변 순찰도 강화하고 통학로 위해요소 확인, 학교주변 유해 환경점검 등을 하고 있다. 어린이를 대상으로 하는 성폭력 사건이 발생할 때마다 경찰과 교육당국에서는 학교주변 안전대책을 내어놓고 있지만 이러한 것들이 형식적인 대책에 그치고 있다고 볼 수 있다. 어린이 성폭력에 대한 정확한 원인분석을 바탕으로 종합적이고 체계적인 정부차원의 대책이 필요하다고 생각한다. 본 연구는 최근 초등학교 및 그 주변에서 잇달아 발생하고 있는 어린이 성폭력 방지를 위한 실태를 서울시내 2개의 초등학교에 대한 방범진단을 통하여 학교와 그 주변 환경의 문제점을 파악하고 분석, 개선책을 제시하여 어린이들의 안전을 보호하는데 목적을 두고 있다.
