The phrase, ‘citizen participation in community developments’ has been used increasingly in recent years. However, the concept is rarely achieved in real world planning. In order to find out why it is so difficult to make citizen participation work, the author carried out an experimental workshop project where local residents participated voluntarily in formulating an action plan for the improvement of their neighborhood, in the isolated island “Aishima” of the City of Kitakyushu. Our experience shows that the residents are willing to participate when they are given, and are aware of, the actual means to do so. We need to keep a citizen network to raise the awareness of the residents about their own neighborhood, so that they can think and act for themselves in improving their community. This paper examines the author’s experimental workshop and experimental action.

近年、「地域開発における住民参加」いうことをしばしば聞くようになった。しかしながら、この概念は実際の作業現場において、ほとんど機能していない。そこで、なぜ住民参加による作業が難しいのかについて、北九州市の離島・藍島での地域活性化のためにアクションプランを構築し、筆者が地域住民のためのワークショップの実施を試みる。これらの取組みを通じて、地域住民にこれらの活動に参加することの意義やその機会を与えたい。その成果として、住民自身が自分たち自身で活動することのできるコミュニティに対する考え方と動きを保持し、地域が向上していける市民ネットワークが必要であることがわかった。本報告は、これらの活動を実践し、その成果をまとめたものである。
