Sweden's Public Sector Wage Formation : Focusing on Institutions

This article discusses major changes in wage formation and setting of wage rates in the Swedish public sector and tries to explain what factors have caused the changes and what results have been occurred.
There have been two major changes in the process of wage determination in the Swedish public sector in the 1990s. One is decentralization of wage determination process and the other one is longer agreement period for wage stabilization. These two changes that occurred in private sector in the 1980s in the 1980s first and later in public sector in the 1990s are outcomes of Swedish labor relations' response to globalization.
New forms of employment have been developed in private sector as well as public sector. The facts that voluntary labor relations has been weakened and Sweden has been experiencing severe demographic changes have contributed greatly to changes in wage formation in the Swedish public sector.
