This paper analyzes the policy process for climate change in case of Combined Heat and Power (CHP) Act in Germany applied with Advocacy Coalition Framework (ACF) to explain stable and dynamic external parameters, Advocacy Coalitions formulating contents of the Act and their motivation of promotion for CHP, and then examines theoretical and empirical possibilities and limitations of ACF. The need of promotion for CHP with perspective climate change and energy efficiency was raised after liberalization of electricity market. The common strategies of energy and climate change policy in the EU level were presented considering the role of CHP. The communal energy companies in the local level influenced in formulation of CHP Act in national level. Other political subsystems such as phase out from nuclear energy, renewable energy Act, policy for promotion of coal and ecological tax reform influenced interaction of Advocacy Coalitions. Social carriers such as the electricity companies, communal energy companies in local level, political parties, labor unions, ministers and research institutes have constituted both climate change Advocacy Coalition and economic development Advocacy Coalition under their belief system, adopted their strategies and interacted with conference, forum, press and assembly. As a result, the concrete support plan for CHP was discussed as agenda in parliament which brought about policy change to create CHP Act.

본 논문은 옹호연합모형을 독일 열병합발전법 형성 과정에 적용하여, 열병합발전에 대한 지원을 둘러싼 안정적, 역동적 외적 요인들의 변화, 법안 수립 과정에 형성된 정책옹호연합활동의 유형과 특징, 열병합발전 지원의 동기를 분석하고, 옹호연합모형의 이론적, 실증적 한계를 검토하였다. 독일 전력시장 자유화 이후 에너지, 기후변화 정책적 측면에서 열병합발전을 지원할 필요성이 제기되었다. 유럽연합 차원에서 제시된 에너지, 기후변화에 대한 공동의 정책과 열병합발전의 역할에 대한 전략뿐만 아니라, 지역적 차원에서 지역에너지공기업들의 활발한 활동이 열병합발전법 생성에 영향을 주었다. 또한 원자력 탈퇴, 신재생에너지법, 국내 석탄 지원정책, 생태적 조세 개혁과 같은 정책하위체제가 열병합발전 정책옹호연합 형성에 영향을 주었다. 전력산업계, 지역 에너지기업, 정당, 노동조합, 정부부처, 연구기관 등 정책행위자들은 기후변화 정책옹호연합과 경제발전 정책옹호연합을 형성하고, 그들의 전략을 선택하고, 회의, 포럼, 언론보도, 집회 등을 통해 열병합발전법의 형성 과정에 참여 하였다. 본 논문은 열병합발전에 대한 구체적인 지원의 형태가 의회의 의제로 다루어지게 되고, 열병합발전법이 생성되는 정책변동을 가져오는 과정을 분석하였다.
