The purpose of this study is to propose a methodology for the land use reconfiguration in rural territories according to the change in social value caused by the industrial restructuring in the twenty first century. The study is partially based on "the Executive Planning for the Scenery Care of Yongdae-ri Village Unit" which was submitted to Inje municipal government in october 2006 to suggest a strategic method for the settlement layout re-organization. The new strategy is targeting the revitalization of the existing environment through the modification of the social and spatial network towards a more sustainable local node. Since the old model of the rigid functionalistic structure of the rural townscape cannot cope with the fast changing spatial needs in this globalized world, this study proposes an open and pliable type of rural geography that can buffer the cultural and economical influence from the outside. At the end, a practical checklist is provided for the restoration of the distorted land use in Yongdae-ri area. The expected result aims to the enhanced relationship between natural environment and built environment; symbiosis system for human and nature; organic integration of the ecology, economy, and social values.

본 연구는 다양한 사회적 요구의 변화에 대하여 점진적으로 순응하고 동시대의 보편적 가치에 부합하는 토지의 이용 및 공간재구성을 위한 방법론을 제시하고자 한다. 이는 2006년 10월 인제군에 제출된 <용대리 마을단위 경관관리 실행계획> 중에서의 일부 내용을 바탕으로 하였으며, 현실에서 실행 가능한 모델을 통해 전략적 실천방안을 모색하였다. 산업시대의 지역개발 방식이 자본과 경제성에 절대적 우위의 가치를 두고 효율적인 양적 수급을 목표로 하였다면, 새로운 시대에는 이와 같은 일회성 계획으로부터 탈피하고 공간지리적, 사회문화적 특징에 대한 분석을 바탕으로 하여, 지역개발의 방향과 비전을 수립하고, 지역의 특성에 맞는 산업의 형식을 예측하며, 그에 걸맞은 정주적 개념을 내포한 공간구조 모델의 탐구가 절실히 요구되어진다. 따라서 본 연구는 왜곡된 땅의 잠재력의 회복, 주위환경과 대지의 자연스런 관계설정, 시간적 연속성을 지닌 필지 내의 공간구성, 그리고 지속적인 경관관리 지침을 통해 우리는 인간과 자연, 산업과 생태, 경제적 가치와 문화적 가치의 공존을 위한 개발전략을 세우고자 하였다.
