The purpose of this study is to address the issues and Development Direction of the Korean police administration. Based on research drawn from four academic journals focused on police administration. Basic analysis of major issues in the Korean police administration are largely categorized by mediation problems of investigation, police organization, personnel matters, budget and welfare of police. The following are issues regarding the organization of Korean police: Whether Korea should continue or abolish the use of riot and conscripted police, The discontinuation of the Korean national police university, Police precincts, and The possibility of an autonomous police system In regards to police personnel emphasis is placed on the following: Many sided estimation and Continuous service promotion The results are summarized as follows : First, Korea needs to disperse police authority in order to adjust police investigation through an autonomous police system. Second, Korea should minimize errors of the public order policy execution through cautious approach about continuing the use of riot and conscripted police and reforming the organization of Korean police. Third, Korea should provide an institutional strategy to expand assessors and assessees, diversify estimation element, accept many sided estimations and increase justice and objectivity of estimation in connection with police estimation system. Fourth, policy officials should be considerate of achieving continuous investments to increase quality of public institution services. Lastly, Korea should be concerned about welfare of police such as working conditions to reduce public injury of police.

이 연구는 한국 경찰행정에 있어서 주요 이슈들을 고찰해 보고 정책과제를 모색하는데 목적이 있다. 논의의 대상인 경찰행정의 이슈는 경찰행정학을 주된 연구대상으로 하는 4대 학술지의 내용을 중심으로 분석기준을 설정하였다. 한국 경찰행정의 주요 이슈에 대한 분석내용은 수사권조정문제, 경찰조직, 경찰인사, 경찰예산, 경찰복지 등 크게 5개 분야로 대분류하였으며 이를 다시 경찰조직은 전·의경제도의 존폐 문제, 경찰대학 폐지, 지구대, 자치경찰제 등으로 경찰인사는 다면평가와 근속승진으로 중분류하였다. 이와 같은 이슈들에 대한 정책과제는 다음과 같다. 첫째, 경찰 수사권을 조정하기 위해서는 그 전제로 선진 외국과 같이 실질적인 자치경찰제를 통해 경찰의 권한분산이 선행될 수 있도록 해야 한다. 둘째, 전·의경제도의 존속과 지구대 제도의 획기적 개편 등 경찰조직 개편에 대한 보다 신중한 접근을 통하여 치안정책집행의 오류를 최소화 한다. 셋째, 경찰평가제도와 관련하여 평가자와 평가대상자를 확대실시하고 평가요소를 다양화하며 다면평가의 결과를 적극화하고 평가의 공정성과 객관성을 높일 수 있는 제도적 장치를 마련해야 한다. 넷째, 치안서비스의 질을 높이기 위해 경찰예산의 지속적인 투자가 이루어질 수 있도록 정책당국자의 적극적인 배려가 있어야 한다. 마지막으로 공상경찰관이 최소화될 수 있도록 근무조건 등 경찰복지에 적극적인 관심을 가져야 한다.
