This research analyzed the reality of multicultural education in Eau Clare Area School District, Wisconsin in the U.S. and attempted to suggest the policy implication for Korea. Korean policies of multicultural education currently shape international married migrants, foreign workers and their children to assimilate into Korean society. However, multicultural education in the U.S. trying to achieve educational reform helps minorities to have equal educational opportunities in school. The goal of multicultural education in Korea should be reconsidered from multiculturalism standpoint. To achieve the goal based on multiculturalism, the educational reform is needed. The central Korean government needs to encourage the local education office to generate measurements meeting the local characteristics. Programs like ?ew Beginning?are necessary to keep children of multicultual family from dropping out schools. The local community in which public school closely relates to community educational programs, generates synergy effect on the multicultural education. The policies utilizing the volunteers should be created.

본 연구는 위스콘신주 오클래르 지역교육구를 사례로 다문화교육의 실태를 분석하고, 이를기초로 우리나라 다문화교육에 대한 정책적 시사점을 제시하고자 하였다. 현재 우리나라 다문화교육정책은 국제결혼이주자와 외국인 근로자와 그 자녀를 한국문화에 동화시키고 사회화시키려는 성격이 강하다. 반면에 미국의 다문화교육은 주류와 비주류가 교육현장에서 동일한 지위를 가질 수 있는 교육개혁에 기반을 두고 있다. 따라서 우리나라 다문화교육정책도 다문화주의에 입각하여 다문화교육 목표를 재설정하고, 이를 실현하기 위한 교육개혁이 이루어져야 한다. 우리나라 중앙정부는 다문화교육의 대원칙을 제시하고 지역교육청 단위로 지역특성에 맞는 다문화교육정책을 수립·실시할 제도적 장치를 마련하여야 한다. 그리고 다문화 가정 취학자녀의 ‘탈학교현상’을 예방하고, 이들을 학교로 복귀시키기 위한 ‘새 출발(New Beginning)’과 같은 프로그램을 개발·실행하여야 한다. 마지막으로 다문화교육은 학교교육과 사회교육의 연계를 통하여 시너지효과를 제고하는 동시에 자원봉사를 적극적으로 활용할 정책대안이 요구된다.
