The objective of this study is to investigate the strategies for enhancing competitiveness of agriculture and fisheries in the East sea coast areas of Korea. To achieve the objective, this study investigates the definition of the competitiveness of agriculture and fishers and, second, investigates the factors contributing to the competitiveness. Finally, this study uses a SWOT analysis to find the strategies. Based on the finding from the SWOT analysis, this study suggests that the agriculture of the East sea coast area should seek the following strategies. First, this industry should be specialized and be equipped with high quality infrastructure and highly skilled manpower. Second, this industry should integrate the functions such as farming, manufacturing, and marketing seamlessly and should become a spatially clustered high-tech industry equipped with advanced technologies so that new and value added products can be produced. Third, marketing and logistics functions of the industry should be strengthened so that new markets for this industry can be easily found. Fourth, the quality of the built environment of the East sea areas should be critically enhanced and the tourism industry tightly linked to agriculture should be developed. Also this study suggests that the fisheries in the East sea coast area should be equipped with good infrastructure.

‘동․서․남해안권 발전특별법 시행령’에서 규정하고 있는 ‘동해안권’을 대상으로 농수산업 실태와 경쟁력 저해요인을 다각적으로 분석하고 SWOT 분석 등을 통하여 경쟁력을 극대화할 수 있는 방안을 연구하였다. 먼저 농수산업 경쟁력 제고방안을 객관적으로 도출하기 위하여 농수산업 경쟁력의 개념을 확실히 하고 농수산업경쟁력을 좌우하는 결정요소를 문헌조사를 통하여 규명하였다. 농업경쟁력 결정요소를 중심으로 동해안 농업의 실태와 경쟁력을 평가한 결과, 동해안 농업은 농업 인구의 급감과 고령화, 영농규모 영세성과 전근대적 경작행태, 유통, 가공시설 및 홍보 마케팅 전략 미흡, 정부 지원정책의 미숙 등 적지 않은 경쟁력 저해요인이 있는 것으로 확인되었다.
동해안 농수산업의 경쟁력을 제고하기 위해서는 첫째, 농업생산 인프라 정비 확충, 고품질 청정 농산물 생산체제 확대, 농업경영의 규모화와 전문화, 농업후계인력 및 전문 경영체 육성 등을 통한 경쟁력 있는 농업생산 체제의 구축이 필요하고 둘째, 3장(농장, 가공공장, 매장)통합과 농업의 융복합산업화, 농특산물 클러스터 조성, 신품종 개발 및 영농기술 첨단화를 통하여 농산물의 경쟁력과 부가가치를 제고하는 것이 중요하다. 셋째, 산지 유통시설 확충 등 농산물 유통체계를 선진화하고 공동브랜드 개발, 농특산물 축제 내실화 등을 통하여 판매 마케팅을 강화하며 농산물의 수출확대 지원과 국내외 지역 간 접근성 개선으로 물류비를 절감하는 것이 필요하다. 넷째, 지속 가능한 농업경쟁력을 확보하기 위해서는 농업인의 정주여건과 후생 복지수준을 향상시키며 농촌자원을 적극 활용한 농촌관광의 활성화, 신활력 사업의 적극 추진, 향토자원의 산업화 등이 필요한 것으로 나타났다.
한편 동해안권의 수산업은 해안선이 단조롭고 깊은 수심, 높은 파도로 양식어업 개발이 제약되고 어업인구 감소 및 노령화, 어선의 영세, 노후화, 그리고 어획량의 급감 , 어업기반 시설의 미정비 등으로 경쟁력이 저하되어 있다. 또한 유통, 가공시설 미흡과 마케팅 전략의 미숙으로 수산물 부가가치 제고에 장애가 되고 있는 것으로 나타났다. 동해안 수산업 경쟁력 제고를 위해서는 먼저, 감척사업, 총어획량 허가제도의 지속적 추진으로 어업구조 조정과 어족자원을 보호하고 어선의 규모화, 현대화, 기르는 어업기반(바다 목장 등)의 확충, 어업 후계인 양성 등 어업생산기반의 정비가 긴요하다. 수산물 활어회 센터의 정비, 수산물 유통정보 인프라 구축, 물류 표준화 등 수산물 유통현대화 및 마케팅 강화가 필요하고 수산업의 융합복합화, 수산특산물 명품벨트 구축을 통한 수산특산물 부가가치 제고와 어항의 정비, 관광화, 어촌 정주여건 개선 등이 필요하다.
