Federal structures of government share with all formalized constitutionalism the problems of adjusting a relatively rigid structure to the changing exigencies of a dynamic industrial society. Under modern industrial conditions, areas of friction and conflict are bound to develop where uncontrolled technological change radically alters the conditions under which government has to be conducted. If competencies are formally divided between the central and local authorities, as they are in most present-day federal systems, new governmental functions crystallize which can only be performed by one of them, or in close cooperation.

연방주의는 영역적으로 다양한 가치, 이익, 신조 및 전통유형이 공통 의 가치 및 이익을 추구하는 과정에서 공동으로 노력함으로써 그리고 공통신조와 전통을 배양함으로써 효과적으로 실현될 수 있는 사회에 적합한 정치조직형태이다. 특정 연방구조가 단일연방정부로서 혹은 몇 개의 정치연합으로서 가장 적절하게 구성되어 있느냐의 여부는 때때로 결정하기 어려운 문제이다.
연방화의 과정은 말하자면 조직상 부수되는 것으로서 자치체의 발전을 수반하는 것이다. 모든 가치, 모든 이익, 모든 신조가 안정적, 구조적 유형을 취하고 그 중에서 일반적으로 공유된 가치․이익․신조가 공유되고 있지는 않으나 영역적으로 배분되어 있는 가치․이익․신조에 의해서 균형화될 때는 연방제의 발전이 가능하게 된다.
사실 근대연방주의의 대두는 입헌주의의 그것과 보조를 맞추고 또한 입헌주의를 옹호하는 주요 이론가들은 연방주의를 정교한 것으로 만들었다. 그러나 그들의 어느 것도 이론적 사색의 결과로 만들어진 것은 아니다. 그들 양자는 서서히 또한 구체적인 상황에서 생기는 문제에 대응해서 발전한 것이며 입헌주의나 연방주의도 그들 문제의 해결책을 제시한 것이다. 때로는 지방분권화 및 특히 지방자치는 그것이 헌법상 보장되고 제도화되어 있는 경우에는 같은 목적에 유익하였다. 또한 그들과 연방적 구조 사이에는 이런 일이 가끔 논의되어 왔으나 원래 일방이 타방에 우월하다는 차이는 존재하지 않는다. 양자의 이점 및 결함은 때와 장소에 의해서 비로소 비교될 수 있는 데 불과하다. 연방주의와 연방상 보장된 지방자치단체는 현대입헌주의의 필수불가결한 것이다.
