The purpose of this study is to evaluate ‘The Policy for Advancement of High School Vocational Education’ published by government in May 2010. ‘The Policy for Advancement of High School Vocational Education’ was evaluated by 3 evaluation criteria established by this study. The results that evaluated by 3 evaluation criteria are as follows. Evaluation criteria 1 : Is the direction of ‘The Policy for Advancement of High School Vocational Education’ appropriate? It is appropriate in the long-term point of view that the government is going to reduce the number of vocational high school. However, the plan to shrink too many vocational high schools in a short period is likely to cause side effects. Therefore, the government should reduce the number of vocational high schools considering the situation of regions and schools gradually over a long period. Evaluation criteria 2 : Is ‘The Policy for Advancement of High School Vocational Education’ effective in solving the problem of vocational education? The conversion of comprehensive high schools and vocational high schools into general high school is likely to cause the deepening of the high academic career phenomenon, the reducing of students' career choices, the withering of vocational education. Evaluation criteria 3 : Is ‘The Policy for Advancement of High School Vocational Education’ feasible? The excess teachers are expected to increase because of the decreasing of students number in future and the application of 2009 revision curriculum. So it is not feasible that the government recruits the teacher of the private vocational high school into public school in integrating in small-size schools. And because of same reason, it is not feasible to solve the problem of excess teacher through the majoring in other subject.

이 연구의 목적은 정부가 2010년 5월에 발표한 ‘고등학교 직업교육 선진화 방안’을 몇 가지 평가 준거에 의하여 평가하는 것이다. 이 연구에서 적용한 3가지 평가 준거별 평가 결과는 다음과 같다. 평가준거1 : ‘고등학교 직업교육 선진화 방안’의 추진 방향은 적합한가? 전문계 고등학교의 수를 축소하겠다는 정부의 정책 방향은 장기적인 관점에서 보면 적합하다. 그러나 지나치게 단기간에 축소하겠다는 계획은 많은 부작용을 초래할 가능성이 있다. 따라서 정부는 전문계 고등학교 수를 감축하되, 장기간에 걸쳐 그리고 지역과 학교의 실정을 고려하여 점진적으로 감축해야 한다. 평가준거2 : ‘고등학교 직업교육 선진화 방안’은 고등학교 직업교육이 안고 있는 문제를 해결하는데 효과적인가? ‘고등학교 직업교육 선진화 방안’에 포함된 6가지 세부 방안 중에서 ‘종합고 등 전문계고의 일반계고 전환’ 방안은 고학력 인플레 현상의 심화, 종합고가 위치한 지역에 사는 학생들의 진로 선택 기회 제한, 직업교육의 위축, 기능인력 양성 기반 약화 등의 문제를 초래할 것으로 예상된다. 평가준거3 : ‘고등학교 직업교육 선진화 방안’의 실현 가능성은 어느 정도인가? 소규모 학교 통폐합과 연계해, 사립 전문계고 교원을 공립교원으로 채용하겠다는 사항과 유관분야 부전공 및 복수전공을 이수하게 하여 잉여 전문교과 교원문제를 해결하겠다고 하는 시도는 교육의 질을 저하시킬 가능성이 있다. 그리고 학생수 감소와 2009개정 교육과정의 적용으로 인해 과원교사가 증가할 것으로 예상되는 상황에서 현실적으로도 실현되기 어려울 것이다. 전문계 고등학교의 내부 역량 제고가 ‘고등학교 직업교육 선진화 방안’의 본질이 되어야 한다. 전문계 고등학교의 역량을 결정짓는 가장 중요한 요소는 교원이다. 따라서 교원들의 역량을 제고하기 위한 노력이 지속적으로 이루어져야 하며, 특히 교원 역량 제고 방안에 관한 연구가 체계적으로 이루어져야 한다.
