Energy Resources of Russia have played a pivotal role in social stability. In 1990 policies of russian government, pieces of advice apt for the occasion of IMF, many governmental plans to stimulate the economy were not successful in social stability and development. But a sharp rise in energy prices and national financial stability gave Russian society the opportunity to make a social stability and development. In this point of view, energy policy of Russia has a particular point for establishment of national strategy, furthermore, they function as a core of direction of Russian foreign policy.
In 2000 Russian energy resources made a new relationships with inter-government of Northeast Asia. Because competitive factors occurred in Northeast Asia for getting Russian energy resources, and intensifying competition become the cause of making a new policies direction of countries in Northeast Asia.
This paper examines that considering energy resources as a important factor made change of political and economical situation in Northeast Asia. The study explains Russian energy policy and tries to demonstrate a change of interrelations of countries in Northeast Asia.

러시아의 에너지 자원이 러시아 사회를 안정시키는 데 큰 역할을 하였다는 것은 주지의 사실이다. 1990년대 옐친 정부의 친서구주의 전략에 의한 외국자본의 유입정책도, IMF 등 국제적인 권위 있는 기관의 경제정책 조언의 수용, 급진적인 가격 자유화 정책, 다양한 국가 프로젝트의 발표 등으로도 러시아 사회를 정상화하는 데 성공하지 못하였다는 점을 고려할 때, 유가의 급격한 상승과 그에 따른 재정의 안정은 그 모든 정치, 경제, 사회적 문제를 일시에 해결해 주는 역할을 했다. 그래서 러시아의 에너지 정책은 특별한 의미를 갖는다. 국가 발전 전략의 핵심이며, 대외 조건을 러시아에 우호적으로 만드는 중요한 매개체가 될 수밖에 없는 것이다.
2000년대 동북아 국제정치는 러시아의 에너지 자원에 의해 새로운 형태로 변화되었다. 우선 에너지 자원을 확보하기 위한 역내 국가들 간의 외교적 경쟁 요인이 발생하였고, 그 요인이 강화되면서 기존과는 다른 새로운 협력 관계가 조성되었기 때문이다. 대표적인 예로, 러시아와 일본이 에너지 협력의 틀 내에서 정부 간 대화와 우호적 분위기를 조성하였고, 한국이 러시아와 전략적 협력관계로 전환하였다. 중국은 전통적으로 러시아와 동북아 내에서 경쟁관계에 있었으나, 에너지 자원을 중심으로 정치, 군사, 외교, 경제 등 거의 전 분야에서 협력 하는 매우 긴밀한 관계가 되었다.
