The purpose of this paper is to suggest the directions for the reformation of the facilities of a rockup and environment on the basis of a questionnaire intended for prisoners. First, it is necessary to bring in a tentative name ‘the Central Detention Organization'. If this system is introduced, we can cut down the human resources and the financial resources and improve expertise and protect human rights. Second, it is essential to reform the facilities of a rock up and environment. A survey of prisoners has found that environment of a rockup is somewhat improved, but is still insufficient. We need to consider the adoption that Japan has carried out the several existing systems. Third, we need to expand health-care facilities and increase the medics. We should build the health-care facilities and let trained medics reside in a rockup to check their health and give medical treatment they may need. Fourth, it is important to establish a substantial system for protection their human rights. Human rights protection in a detention room is still considerably insufficient, so we should consider the matter from various angles so as to meet human rights-friendly rockup. Fifth, Benchmarking of Developed Countries is needed. Although a police system of Developed Countries is not always superior, but it is worth considering to admit good system gradually that is appropriateedur society from a police system of Developed Countries that is already proved its efficiency.

본 연구는 유치인을 대상으로 한 설문조사 결과를 토대로 다음과 같이 유치장시설 및 환경개선 방향에 대해 제언하고자 한다.
첫째, 가칭..중앙유치센터..의 도입이다. 이러한 제도가 도입될 경우 인력, 재원절감, 직무전문성 제고 및 인권보호 차원에서 매우 바람직한 대안이라 평가되며, 현재 일부 경찰관서에서 시행하고 있는 광역유치장의 효율성이 입증되고 있음을 감안하여 전국적으로 확대 실시하는 방안이 강구되어야 한다. 둘째, 유치장시설 및 환경개선이다. 유치인 설문조사 결과 현재 경찰서 유치장 시설환경은 예전보다는 어느 정도 향상되었다고는 하나, 여전히 미흡한 실정이다. 현재 일본에서 시행하고 있는 일부 제도의 도입도 검토할 필요가 있다. 셋째, 의료진 및 의료시설의 확충이다. 유치장내에 의료시설을 마련하고 전문의료인을 상주하게 하여 유치인의 건강체크 및 적절한 진료가 가능하도록 해야 할 것이다. 넷째, 실질적인 인권보호체계 확립이다. 아직까지 유치장내에서의 인권보호는 상당히 미흡한 실정이며, 향후 인권친화적 유치장을 위해 다각적인 방안이 검토되어야 하겠다.
다섯째, 외국경찰의 밴치마킹이다. 외국경찰의 제도가 무조건 우수한 것만은 아니다. 외국경찰에서 효율성이 입증된 제도부터 우리의 현실에 맞도록 좋은 제도는 점진적으로 수용하는 것도 고려해 볼 필요가 있겠다.
