This study contributes to development, application and assessment of noise quality index by considering the environmental noise standard which contains meaning of a legal zoning system and a time zone. The noise quality index has been derived from analysis of the water quality index and the air quality index. The noise quality index is the way that add 80 points at the time of satisfying environmental noise standard and add or subtract point per one dB(A) according to each standard. The noise quality indices of Cheongju-si, Chungju-si and Jecheon-si were analyzed with formula of the developed index from data of Chungbuk's regional noise monitoring-network. And from data of national environmental monitoring-network all over the country, the noise quality indices of main cities were compared with the Chungbuk's cities. In case of Chungbuk's cities, the results showed that Cheongju-si,'s noise quality index is lower than Chungju-si or Jecheon-si. And the noise level of the national environmental monitoring-network showed that noise quality index was ranked low in the nighttime rather than daytime, at roadside rather than general area. According to local data, the noise quality indices of Busan-si and Suwon-si were low and it of Gwangyang-si was the highest.

종합적인 환경질 지표를 산정하여 국민에게 보다 알기 쉽게 환경의 상태를 점수화하여 제시하고 있는데, 수질 지표 및 대기질 지표는 개발되어 적용되고 있지만, 소음질 지수의 개발에 관한 연구는 미미한 실정이다. 본 연구에서는 용도별 법적구분지역 및 시간대의 의미를 내포한 소음환경기준을 고려하여 소음질 지수를 개발하였다. 이때 환경기준 만족시 80점을 배점하였으며 해당기준에 따라 1dB당 점수를 가감하는 방법으로 식을 개발하였다. 개발된 소음질 지수 식을 사용하여 환경소음 충북지방측정망 데이터를 토대로 청주시, 충주시, 제천시의 소음질 지수를 구하여 분석하였다. 그리고 전국에 구축된 환경
소음 중앙측정망의 측정데이터를 토대로 전국 주요도시의 소음질 지수를 산정하여 비교하였다. 그 결과 충청북도 주요도시의 경우 2009년 측정자료를 기준으로 청주시의 소음질 지수가 다른 지역에 비해 낮음을 알 수 있다. 소음질 지수가 높을 수록 소음환경기준에 비해 소음도가 낮음을 의미한다. 또한 2008년 전국 중앙측정망의 측정소음도를 통해 소음질 지수를 산정한 결과 주간보다는 야간이, 일반지역보다는 도로변지역이 소음질 지수가 낮게 평가되었다. 지역별로 부산시와 수원시의 소음질 지수가 낮고, 광양시의 소음질 지수가 가장 높게 나타났다.
