The purpose of this paper is to conform the dilemma and impact in the public policy making through case analysis of decision making for the headquarter place of the Korean Water and Atomic Power Co. This policy dilemma was formated two alternatives, two values and two groups for participation in public policy making and three major environment factors such as economic poor, political pluralism and the failure of inducement of national public policy. We can confirm three dysfunctions of administrative, economic and social sectors.
