A Study on new Leadership of Public Sector

Social changes due to globalization have required a new leadership. The new leadership is based on the morality, trust, and humane approach. While industrial society was dominated by managed leadership, modern society will required organic and humanistic leadership. The purpose of this article is to search essential conditions for new desirable leadership of public sector in the 21c society. First, leader can create a new vision and encourage their members to share it. Second, leader can encourage members to find worth doing and usefulness through their participation. Third, leader should encourage a high level of participation and involve- ment on the members. Fourth, leader should create a change of organization and members.
