The aim of this study is to suggest a improvement plan through analyzing the situation of residents in urban area of the Gyeongju city that has got the damage of the property right with the height limitation and an aesthetic area law for the remains preservation and management of cityscape. The searching items of the situation are population statistics, population density, house type, the educational facilities and residence price. The dwelling environment of the urban area that appears in analysis of each item compared with it of the new residential area is inferior relatively. Therefore, it is required that the dwelling environment of the urban area of the Gyeongju city should be improved. The plan for the dwelling environmental improvement of the urban area are as follows ; 1. New proposal about street network and block of the urban area. 2. Development plan of the low density and low-rise housing. 3. The advanced reforming resource of the community to improve dwelling environment and the institutional complement 4.
