The purpose of this study is to analyze the web accessibility of 21 commercial high schools in Korea by using KADO-WAH with indicating the errors and warnings and suggesting the future directions based on the empirical analysis for KWCAG, WCAG1, WCAG2, WCAG3, and Section 508 of Rehabilitation Act of America. Especially, this paper has focused on the automatic evaluation method for WCAG(Web Contents Accessibility Guidelines) which is newly developed by WAI(Web Accessibility Initiative). Nobody dealt with this subject in the previous literature. The development of IT technology and a rapid spread of INTERNET make the knowledge & information provision through web sites important in commercial high schools which have difficulty in recruiting the new students, because it is reported that 99.8% of teenager took the information using INTERNET. The empirical main results are as follows. First, Commercial high schools(Gumi information, Munsung information) has shown the most errors in web accessibility evaluation. Gusan Girl's Commercial High School shows no error. The most kind of errors and numbers are shown by schools(Gumi information, Munsung information, and Songwon Girl's Commercial). Second, the ranking order for the numbers of warning are Gumi, Munsung, Songwon Commercial High Schools. Gunggi Commercial Hihg School shows the least warning kinds and numbers. Third, the 9 kinds of error contents are shown, and 11 schools violated the rules of KWCAG, WCAG, and Section 508 of Rehabilitation Act of America. In general, the level of keeping the web accessibility rules by 21 commercial high schools in Korea is relatively row, because only 12 out of 64 rules are observed. The policy implication for this paper is that government authority should introduce the more active law for keeping the web accessibility. The CEOs of commercial high schools should make their home pages by observing the rules of KADO-WAH, WCAG, KWCAG, and Section 508 of Rehabilitation Act of America.

현재 상업계 고등학교는 학생모집에 매우 어려움을 겪고 있다. 그러한 상황을 타개하는 방법은 해당 상업계 고등학교의 장점을 웹 사이트를 통해서 적극적으로 홍보를 해야만 한다. 또한 웹 사이트도 국내와 국외의 국제적인 평가기준에 맞추어서 제작해야만 한다. 왜냐하면, 상업계 고등학교에 진학하게 되는 대부분의 10대들은 인터넷을 통해서 정보를 제공받기 때문이다. 본 연구에서는 2009년도 국내 21개의 상업계 고등학교를 대상으로 그들의 홈페이지의 접근성에 대해서, KADO-WAH, Firefox에 의해서 KWCAG, WCAG1, WCAG2, WCAG3, 미국 재활법 508조의 규칙을 준수하고 있는지 여부를 평가하고 분석하였다. 실증분석의 주요한 결과는 다음과 같다. 첫째, 웹 접근성의 오류 및 경고가 가장 많은 고등학교는 구미정보고등학교, 문성정보고등학교, 송원여자고등학교였으며, 가장 적은 고등학교는 군산여자상업고등학교였다. 둘째, 경고종류와 개수가 가장 적은 고등학교는 경기상업고등학교였다. 셋째, 웹 접근성 평가결과의 오류의 내용을 살펴보면 전체적으로 9가지의 오류가 발생하였으며, 11개 상업계고등학교가 KWCAG, WCAG, 미국재활법 508조의 지침을 위배하고 있는 것으로 나타났다. 넷째, 국내 상업계고등학교들의 웹 접근성 수준은 WCAG측면에서 보았을 때, 매우 낮은 수준(64개 평가항목 중에서 12개 항목만을 준수하고 있음)을 보였으며, 준수되고 있는 항목들도 상업계고등학교 간에 큰 차이는 없는 것으로 나타났다. 본 논문의 정책적인 함의는 첫째, 정부차원에서 웹 접근성에 대한 규칙을 준수하도록 관련법을 제정하고 그에 따른 홍보를 강화해야만 한다. 둘째, 상업계고등학교들의 최고경영관리책임자는 해당 고등학교의 홈페이지를 제작할 때, 국내 및 국제적인 평가기준을 충족시키도록 노력해야만 한다는 점이다.
