The purpose of this study is to provide the meaningful alternatives for the aged's job creation project through its evaluation related the effectiveness. The evaluation of effectiveness for the aged's job creation project is based on both subjective and objective perspectives. The evaluative indicators for subjective effectiveness are composed of the participant's satisfaction of project, the variation of actual income, the improvement of physical and mental health, and the development of social participation or human relationships. On the other hand, the evaluative indicators for objective effectiveness are composed of the variation of participant's poverty rate, the products of job creation, the reducement of medical cost, and the usefulness of senior employment promotion's subsidy. The results of this study suggest that to administer effectively job creation project for the aged, the government should consider some alternatives as follows: the implementation of project based on the aged's demand, the increase of opportunities for the aged's voluntary works, the modification of the project regulation's related to increase working hours, the expansion of local government's the project budget, the more creation of market-oriented jobs, and the diagnosis for the reasonable size of senior employment promotion's subsidy.

본 연구는 효과성 평가를 통하여 노인일자리사업의 효율적 운영을 위한 개선방안을 제시하는데 목적이 있다. 이러한 연구목적을 달성하기 위하여 본 연구에서는 주관적 효과성 평가 및 객관적 효과성 평가를 실시하였다. 주관적 효과성 평가로는 사업만족도, 경제적 도움, 신체적 건강증진, 정신적 건강증진, 그리고 대인관계 개선 등을 중점 분석하였다. 객관적 효과성 평가로는 의료비 절감, 노인가구 빈곤 변동율, 사업예산 대비 일자리 창출 실적, 일자리 유형별 창출 실적, 그리고 고용촉진장려금 지원 실적 등을 활용·분석하였다. 분석결과를 토대로, 노인일자리사업의 효율성 제고를 위한 개선방안으로는 수요자 중심의 사업추진, 참여자 특성을 반영한 사업추진, 자발적 노동기회의 확대, 노인일자리사업 규정 현실화, 지방자치단체 사업예산 확보, 자립지원형 일자리 개발을 통한 시장주도형 노인일자리사업 추진, 고용촉진장려금 제도의 타당성 재검토 등을 제시하였다.
