This article examines immigrants as minority group and their characteristics with the advent of Multiculturalism society. "Saeteomin", North Korean defectors are expected to play an important role for the preparation of Korean reunification in the unusual situation, Division of Korea. That is, Saeteomin is like a bridge that moderates the conflicts and confusions that could possibly occur between South and North by providing information that would help both of them. In spite of their important role as culture ambassadors, Korea's government has not been taking this point serious enough. It seems that they just try assimilating Saeteomin into the Korea's society without recognizing their important roles. As a result, the authority could not work the problem involved in teenagers of Saeteomin out properly. Those young people from North Korea has desired to get educated so much but the government has failed to meet those needs. Taking all these to the consideration, this article could lead us to a better understanding toward to Saeteomin and tells us how we can figure out both Multicultural society and multicultural education issues regarding on these people in need of education. On top of that, it also argues that South Korea's children also need to get well informed with multicultural education as well as teenagers of Saeteomin, presenting some beneficial approaches to this issue.

이 글은 다문화사회의 도래와 함께 우리 사회의 소수자 집단으로서 외국인 이주노동자, 국제결혼이주자 집단 등과 차별되는 새터민의 성격에 주목하고 있다. 분단이라는 특수한 상황 속에서 새터민은 향후 통일 한국 사회를 대비하는데 중요한 위상을 갖는 집단이다. 새터민은 한국 사회라는 새로운 체제와 문화권에 진입한 문화적 주체이면서 동시에 북한 사회에 대한 중요한 정보의 제공자로서 남북한간 문화가 교차하였을 때 발생할 수 있는 여러 가지 갈등과 혼란을 미리 예견해 볼 수 있는 존재들이다. 그런데 그동안 우리 사회는 새터민의 남한 사회 적응에 대한 일련의 정책적 대응 속에서 성인 새터민 위주의 일방적인 동화정책을 펴왔다. 증가하고 있는 새터민 청소년의 교육문제에 대해서는 적극적인 대처를 하지 못한 것이다. 새터민 청소년들의 절실한 욕구로서 나아가 이들이 남한 사회에 잘 적응하기 위해서는 이들에게는 일차적으로 교육이 중요한 자원이 될 수밖에 없다. 이러한 현실 인식 속에서 특히 이 글은 다문화사회와 다문화교육에 대한 논의를 통해 새터민 청소년의 교육 실태를 분석하여 바람직한 다문화교육의 방향성에 기반한 개선 방안을 제시하고자 하였다. 아울러 새터민 청소년뿐만 아니라 다수자 집단으로서 한국 사회의 청소년들에 대한 올바른 다문화교육이 필요하다는 점을 강조하면서 몇 가지 정책적 제언을 제시하고 있다.
